The conference was held for seniors and cadets taking in all aspects of the CAP mission: search and rescue, emergency services and aerospace education. The day-long meetings included workshops in communications, leadership training, youth education, orientation and recruiting. The couple has completed their ground studies and are getting ready to progress toward their private pilots licenses. Scheduled for Saturday, May 26' and June 30, both trips will sttft at 6:30 a.m. from the Hickory Grove Riverfront. Both will last about three hours. MCCD Volunteers and staff members will lead the morning float trips, pointing out and explaining items of th£ natural and cultural history of the site. No pre-registratioQ is required but participants should bring their own canoe and equipment or arrange for delivery of a rental canoe at 815- 678-4491. Dick Klemm (R., Crystal Lake) announced his support for Gov.; Thompson's road program proposal, which allows for $58.17 million in area road improvements over the next five years, $6.83 million of which is scheduled for fiscal 1985. "The governor's new road program will provide this district with much-needed improvements," Klemm said. "Roadways and bridges that are in deteriorating condition are unsafe, and we need to repair them to protect the public's safety." Klemm explained that the expanded highway construction program was made possible, in part, because Illinois now qualifies for increased federal highway assistance. During the first nine months of the 1984 fiscal year, state road fund revenue increased $206 million.. Of that total, $142 million came from the federal government. Under the proposal, 30 projects are scheduled in the area over the next five years. Key projects include the following: --$16.68 million for widening, bridge rehabilitation land acquisition, and resurfacing along U.S. 12 in the Pistakee Lake area. -$9.56 million for land acquisition and corridor im provement on U.S. 14 (Nor thwest Highway) from Wood stock to Fox Fiver Grove. -$8.23 million for resur facing, land acquisition, in tersection improvement, bridge rehabilitation and additional lanes along Route 31 in McHenry County. -$18.36 million for additional lanes, land acquisition and construction engineering along Route 120 in McHenry and Lake Counties. Jack Schaffer, (R., Cary). Schaffer is sponsoring a bill which would increase recovery by the Department of Public Aid of medical expenses for Public Aid recipients who have had their medical bills from an accident paid by Public Aid and then are reimbursed for the same bill as a result of legal action. "This bill would assure that the Public Aid recipients could START YOUR SUMMER IN THE CITY WITH STOREWIDE SAVINGS NOW THROUGH MAY 28. not make money on injury claims by having the taxpayers paying their medical biUs and then suing and receiving cash awards to cover the same medical expenses," Schaffer explained. "The type of situation could involve an automobile accident or work men's compensation claim or other types of personal injuries. The Department of Public Aid has indicated that this type of fraud could be costing the taxpayers an Excess of $10 million a year in Illinois". The bill was passed by the Public Health, Welfare and Corrections Committee of the Senate and will be considered by the whole Senate, where Schaffer said he expects ap proval. . If enacted by the General Assembly, it would require attorneys or anyone representing a plaintiff to notify the Department of Public Aid in writing when seeking legal action against anyone liable for injuries to a Department of Public Aid recipient. "Besides requiring attorneys to notify the Department of Public Aid, the bill would give the Department the authority to insist on information from dispensors of medical services about any inquiries they might receive concerning medical bills of Public Aid recipients who suffer injuries. This would make it easier for the Department of PuMip Ajd to,follow through on fraudulent activities," Schaffer said. Two attend seminar on
