Business Women-minority bill passes House Legislation to encourage women- and minority-owned hminw development has been approved by the Illinois House. "Ms is a very positive step that the state ffln to help talented and hardworking women' and minority businesspeople succeed and expand," state Rep. Jill Zwick, R-Dundee, the sponsor of the plan, s*id. TLe measure, HB 3063, per­ manently writes into state law provisions of a 1982 Executive Order establishing a 15 percent goal for minority business partirpatioft in ftM*1 contracts. It also expands the program to include female-owned firms. The bill was approved May 17 on an 85-19 vote. The legislation was endorsed by Gov. Thompson in a special message to lawmakers last month. The five-year program would apply to con­ tracts for goods, services' and construction work under the Jurisdiction of the governor. MARTENS Automation comes to labor office Gov. James R. Thompson announced that the Illinois Bureau of Employment Security has been notified by Labor Secretary Ray Donovan that it will receive $2.24 million for automation to streamline and improve operations of the Bureau. "The Labor Secretary has granted our full request for these funds. This funding is important to taxpayers, em­ ployers and laid off workers because it will allow the Bureau to make further improvements in the collection and distribution of unemployment insurance funds," the governor said. The state's proposal requested funds for three areas of operation. The first involves the improvement of the collection of unemployment insurance taxes from employers. These taxes are used for the payment of unemployment insurance benefits. With improved collections, Illinois will lessen its need for borrowing funds from the federal government. The second area of funding involves the reduction of overpayments of unemployment insurance benefits. It will im­ prove both the identification of claimants who have been overpaid and the collection of those overpayments. Finally, the funding will allow development of systems that will reduce the time required to perform several U.I. functions, therby giving better service to both employers and claimants. The $2 .24 million will come from a $20 million national account established by the federal government for use in further computerizing unem­ ployment insurance operatons. The allocation of the dollars was based on competitive proposals from all states requesting funds.
