Two from board of health honored by state agency SECTION 2 - PAGE 3 - I»LA1NDEALER - WEDNESDAY,' MAY 30, 1984 GTE customers effected by recent rate changes The McHenry County Department of Health was recently recognized and rewarded when Eileen R. Hanson, its director of minting and Richard A. Wissell, its administrator, were honored before 650 members of the Illinois Public Health Association (I.P.H.A.). Mrs. Hanson, who has been witfeJthe-McHenry County Board of Health since its inception in 1966, was presented the Illinois Public Health Worker of the Year Award by the president of I.P.H.A., Alvin Grant. I.PJHA. honored Ms. Hanson few the work she displayed in working to establish a Prenatal Program for the women of McHenry County, who cannot afford private care, but do not qualify for Medicaid. President Grant presented the Distinguished Service Award to Richard A. Wissell for his service to the I.P.H.A. and public health over a period of years. Grant said that Wissell has been dedicated to the im provement of public health since 1963, when he went to work for Jthe U.S. Food and Drug Ad ministration in Chicago. He served with the Illinois Department of Public Health, Division of Food and Drugs from 1967 through 1971, when he left to become the administrator of the McHenry County Department of Health. Wissell was also honored for his work as a contributing member of the Illinois Association of Public Health Administrators, on whose Executive Council and many committees he has served. As for Wissell's I.P.H.A. activities1; they were too numerous to list. He has served on 20 separate committees, holding chair manships on many. He has also served on the executive council, chaired the finance committee and served as president of the association for 1979-1980. The quarterly financial report for FY 1984 shows that the budget is on target in the first nine months. The report, compiled by the Bureau of the Budget, also says that while the economy in Illinois continues to recover from a deep recession, the recovery here has been somewhat slower than in other states. "This report is a solid piece of evidence that Illinois has taken the proper steps to rebuild from painful economic times. However, while the report is an indicator of where we stand now, we should realize that all our economic troubles may not be behind us," Gov. Thompson said. "We cannot afford to return to old spending habits at such a critical period of recovery. We still have obligations to meet, and short-term spending ideas should be weighed against long- term fiscal stability/' he said. Thompson said that today's bank balance is $347 million, a figure well above the $200 million generally recognized as a safe financial cushion. However, some spending in FY '84 has been delayed and will have to be paid now that sup plemental appropriations for key state agencies have been approved. In addition, the governor said that significant obligations must be paid in the next six weeks. They include: $120 million for an extra, 13th state aid payment to elementary and secondary education; $50 million for tax refunds to individuals and businesses, and; about $66 million in payments to hospitals as the result of an agreement between state and hospital of ficials announced earlier this week. "When those expenditures are taken into account, a balance of at least $300 million is needed today to end the year with our projected $125 million in the b*nk," the Governor said.
