Ladd, who was selected as chairman of the new railroad board recently, said the group must solve organizational tangles before moving on to ridership and service problems. "Initially. we have to com plete the reorganization," Ladd said. "The organizational problems need to be eliminated so we can carry on day-to-day business." The new rail board, which includes Donald Udstuen of Crystal Lake, has held two meetings to date, Ladd said. The board has focused mostly on background so far. Once the new board has acquired the needed background, they will be looking into the more serious problems JEFFREY LADD of the Chicago area mass transportation system, he said. "We'll take a look at what can be done to increase ridership on the rails and increased productivity," Ladd said. He also said the board will be looking at reverse ridership, a phenomenon where persons live close to Chicago but commute to jobs in suburban areas. The needs of the "reverse riders" are not being met currently, Ladd said. Hie board will operate the collar county commuter rail services either directly or through the purchase of service agreements and will control all aspects of the commuter rail budgets, fares, service levels and capital improvements, according to the RTA.
