ComEd granted rate increase after long hearing process The Illinois Commerce Commission (ICC) reduced, by approximately one-third, Commonwealth Edison's request for a rate increase totalling $462 million. Edison's request had already been significantly reduced, by ICC order, from the $964 million the company requested in October, 1983. After nine months of hearings, the commission granted Edison $282.5 million or an overall in crease in revenues^ 6.6 per cent. The actnafrfl^iase in revenues to the company will likely be much lower due to fuel savings as Edison proceeds to replace coal with nuclear fuel. Chairman Philip R. O'Conn nor said, "The Commission's order today is the result of a careful and thorough in vestigation of Edison's request. No one wants to see prices in crease. Yet, without adequate revenues the company could not operate at optimum level and consumers would be in convenienced by poor service. The increase, the first granted Edison since December 1982, is the minimum amount necessary justments related to coal, oil and general expenses. The Com mission reduced the utility's inventory of fossil fuels by $150 million. The Commission also denied the full amount of $91 million Edison sought for its reserve coal, ruling that it is "not used and useful" in providing ser vice. In its order, the Com mission stated that the risk of financial loss concerning Edison's reserve coal should be for the company ttkcootfaiift to , placed on the shareholders provide continuous and reliable rattier than the ratepayers. service to its customers. The largest single factor in the ICC's reduction of the com pany's request involved ad- Reserve coal is coal purchased in excess of a utility's requirements which is held for future use. J. 'The addition of Edison's new nuclear generating capacity reduces the company's need for coal," O'Connor continued. "The record clearly shows that the need for this reserve coal is speculative at best. The risk for this expense is appropriately borne by the company's stockholders."
