' • 125 gather to discuss airport issue By Angela Burden Plaindealer News Service WOODSTOCK - A new public airport for McHenry County could be in operation within five to seven years, an aeronautical planning engineer said at a public meeting on a county airport Tuesday night. The $100,000 study for a McHenry County airport started at the meeting, attended by about 125 people, at the McHenry County Fairgrounds. Although the McHenry County Board has emphasized the study is primarily to determine the feasibility of an airport, the county's airport consultant, Larry Donahue, told the group the project was a master plan study. ' Greg Lindsey of Crystal Lake asked Donahue if there would be a "go or no-go decision" after inventory, user surveys and activity forecasts were com pleted. According to Donahue, Federal v Aviation Ad ministration and state studies have already shown there is a need for a public airport in the county. "The county study will show the degree of that need," said Donahue, who is president of the planning and engineering firm of Ralph H. Burke Inc., of Park Ridge, hired by the county as consultants for the airport study. Dean Cunat, chairman of the c o u n t y ' s E c o n o m i c a l Development Committee, chairman of the Northeastern Illinois Planning Commission (NIPC) and a member of the O'Hare Advisory Commission, opened the meeting. He said the need for a county airport and where one might be located were the main concerns of the study. Cunat invited the audience to join a citizen's advisory committee for the airport master plan. County board members from each of the three districts will select five Democratic organization sets meeting members trom the districts to serve on the 15-member com mittee. According to Cunat, the Burke firm has been instrumental in evaluating many Illinois air ports, including ones in Aurora, DuPage and Kankakee. Donahue, a planner and aeronautical engineer, ex plained the flow of the master plan study and its tentative timetable. He said that for user surveys, the planners will look at all of McHenry County, western Lake County, a portion of Kane County and the southern part of Kenosha County, Wis. "We'll -- master plan will be available for the public to review for 30 days before recommedations are made. Donahue fielded many questions from the audience, which consisted mostly of persons favoring an airport study. Ron Owen of Lake in The Hills asked if it was true that a private airport near Marengo was being "turned over to the county" for a public airport site. "That is not so. We are starting from scratch tonight. He said all pilots in the county will be mailed questionnaires on use of a county airport. After the requirements for runways are determined, Donahue said, an idealized layout will be prepared and airport sites will be sought. He said criteria will be set up for airport site locations, taking into consideration soil, space, en vironment, preservation of farmland, road access and the nuisance factor. The consultant explained that 300 to 600 acres would be required for an airport. "We plan on looking at six sites and will narrow that down to three," Donahue said. He said existing airports in the county will be considered in the study. "We'll look at Lake in the Hills Airport, Gait and Harvard airports and at private landing strips," Donahue said. He emphasized that property owners near proposed sites will be notified. "By the time a preliminary plan is developed, we'll have another public hearing," Donahue said. This will then be followed by the development of a detailed airport plan, financial plans and operational plans and more public hearings. Following the final public meeting, a airport would handle excess planes from the O'Hare Airport freight terminal, and the con sultant explain that no large jet planes would use a county airport. "The study is planned for general aviation, for business planes, small planes that average two to six seats." "In my opinion, there is no decent, airport in this county for • general aviation use," said A1 Kenyon, a Crystal Lake pilot and plane owner. Lou Marchi of McHenry voiced his concern for the en vironmental impact of a public airport. "There are 100 threatened and endangered species is the county and I'd like to know if any studies have been made on airport runoff^ pollution," he said. Donahue explained that federal law requires such studies. He said the law requires that gas and oil spills be trapped. "We've waited a long time for this airport," said A1 Adams. "We would not be the nation we are today if we let everything hold us up. Christopher Columbus wouldn't have been allowed to sail here for fear of his ship hitting some fish. There are hundreds of us here today waiting for an airport," he said. In February and March, possible airport sites will be considered and a recommended site is expected to be put before the public at an April or May, 1985, meeting. Tentatively, according to Donahue, that public meeting will be followed by a preliminary development plan which would hopefully go to a public meeting in June of next year. , Donahue said the airport layout plans, financial plan and an environmental assessment will be made later in 1985 in time for a Septemher public meeting.. The final hearing is tentatively set for October of next year. "This will not be a 10-year master plan study. It will take about 14 months plus about one year for land acquisition and realistically a new public air port in te county could be operational in five to seven years," Donahue said.
