By June Fuller Dear June: I have a question regarding refund offers that are identical except for the expiration date. Early this year I sent for the "Bics or Bucks" offer that expired April 30,1964 and promptly recieved my refund. A few months later 1 found another refund form had the typical "one, refund per family" restriction, but I have always believ­ ed that if the expiration date is dif­ ferent, the offers are different. So, I sent for it. The people at Bic apparently didn't agree with me. I received a •ejection letter and, worst of all, they did not send my proofs of pur­ chase back. Was I wrong? Is this treatment fair? -- Judith Mell, N lies, Mich. Dear Judith: Refund offers that come out with different expiration dates confuse a lot of consumers. They say "one refund request per family" and it isn't clear whether the manufacturer considers them the same or different. When a manufacturer has two offers with the saiqe name, my policy is not to send for the second offer in the same year; certainly not if there is less than six months between the expira­ tion dates of the offers. In the case of the Bic offer, I wouldn't have sent for ihe second offer in 1984. For the many offers that expire Dec. 31, 1984, 1 /would not send for the same named oJ£^r unless it had an expira- • ion date after June 30,1985. But the confiscation of your proofs of purchase is another thing entire­ ly! There is absolutely no excuse for this. You sent for the refund honestly believing that you were entitled to it. If the Bic company doesn't want to hobor your request, they should return your proofs of purchase. By taking your proofs Bic sets itself up as the judge and jury and, without due process of law, takes your property away. Not fair! Your situation is a perfect example of why manufacturers should return proofs of purchase ̂ hen they reject an of­ fer as an "improper request." If Bic had placed an explanation on their refund form, such as "All Bics or Bucks offers with 1984 ex­ piration dates should be considered to be the same offer," I would feel differently. But since Bic con­ tributed to the confusion, they, should have sent you the second re­ fund. The very least they should have done was to send you your pro­ ofs back with an apology. What should you do about it? Write to the Bic, the office of the president, and tell him how you feel. Have you had a problem with a manufacturer's promotional offer? Write and tell me the details.
