The plant's two fiercest op­ ponents are still battling in the courts for a last-minute order to keep the plant closed, but Pacific Gas & Electric Co. is celebrating victory. "It feels great," spokesman Richard Davin said. "I've been working on this for 14 years." Last week's federal appeals court ruling that cleared the way for commercial operation of the plant's Unit 1 was the last obstacle in PG&E's 14-year battle to get the plant started, he said. "There is evidence the NRC is withholding evidence and yet the court decided to allow the plant to start before trying to find out what that evidence is.
