DECEMBER 5,19»4 e enders order stop to landfill plans DeCorating contest entries wanted BvJhn Na«h CJ By Jim Nash rHmMNmSmrtet Leaders of ti McHenry County conservation group are con tinuing their attack on the plans of a private landfill operator to apply for a permit to develop a 113-acre landfill near Huntley. Greg Lindsey, executive director of the McHenry County Defenders, early this week renewed his call for a voluntary moratorium on landfill ap plications. Lindsey said the moratorium should last until the county board has an opportunity to thoroughly review the recommendations made by the McHenry County Waste Study Advisory Committee. On Nov. 27, McHenry County Landfill, Inc., applied.to the county for a permit to build a landfill and recycling center two miles north of Huntley. One day earlier, the McHenry County Waste Study Advisory Com mittee held a public hearing on the committee's suggestions, lindsey said the board probably will not see the waste study panel's document until Dec. 18. -By applying for a landfill before the county board has reviewed the committee's recommendations, Jim Veugeler, president of McHenry County Landfill, has pre-empted a careful review, Lindsey said. County board members have until late January to hold a public hearing on the Huntley landfill proposal. Lindsey said forcing the board to consider the application while it is also reviewing the waste study panel's plan, could hurt the review of the plan. The only, way county officials could reject Veugeler's proposal, Lindsey said, would be to reject it on at least one of six points. The six determining points include: the need for a landfill in the area; the landfill is built with public safety, welfare and health in mind; negative affects on property valuesare minimized; the fill is either rloodproofed by Illinois Department of Transporation standards or is outside of the area's 100-year floodplain; the chance of accidents is minimized by the landfill's design; existing traffic flow must not be greatly changed by the fill's location. * Lindsey and the Defenders believe the county should hire consultants to determine an appropriate site for a landfill, and then take bids from area sanitation firms to operate the landfill. If Veugeler is correct about his site's advantages, he said, the Huntley proposal would Wonder Lake boy injured A Wonder Lake boy was in jured shortly after 5 p.m. Friday when he reportedly dashed out from behind an RTA bus and was struck by an oncoming car, police reported. Daniel E. Hayes, 12, 9205 Oriole Trail, was taken to Memorial Hospital for McHenry District 12- becomes "a way of life." Eacl} juvenile will go through a rigourous screening before allow ed to enter the program. Because the JTPA is run county-wide, the person will be enrolled in classes in a school near where he or she lives and thus the Johnsburg High School facilities would not strictly be used. Students will be placed in other JTPA classes whcih are cur rently held in the facility, and all students In the classes are careful ly watched, whether an adult enrolled in a self-improvement class or a young person in the Ear ly Leavers Program. The board expressed concern that some of the members of the program may be "juvenile delin quents" with a history of violence, but program coordinator Steve Pollock assured them that each person must go through a rigorous screening process With himself and High School Principal Rob Gough, as well as other program counselors. .The Citizens Advisory Council of the High School has asked permis sion to sponsor a letter to parents expressing concern regarding stu dent drinking and parties, em phasizing that control of drinking is a parental responsibility, as well as a community concern. Student programs currently be ing considered in the high school include Operation Snowball, a student-run operation emphasiz ing that having fun does not have County followng the accident, which occurred near the Thompson Road-Ortiole Trail intersection in Wonder Lake. The driver of the car, Ernest Thery, 67, 8707 Coral Rd., Wonder Lake, ,was cited for failing to exercise due care, according to police reports. "If (Veugeler) doesn't with draw his application, opposition to his site will increase and I think it will culminate in the hearings," Lindsey said. Asked what the chances are that Veugeler will reverse his actions, lindsey said he did not know. "We're one-for-one in withdrawals," he joked, referring to Waste Management, Inc.'s, with drawal of a landfill proposal last year. "We'll see if Veugeler will, too," Lindsey added. Even if Veugeler's application lives until the hearing stage, it could run into rocky ground if the board adopts certain key passages of the waste study committee's report. A major provision the waste study insisted upon in its study is county ownership of any new landfill. Last week, Veugeler announced he would allow such an arrangement to be made. Lindsey rejected this, too. He said Veugeler would be giving ownership to the board on his conditions. The board must be "in the driver's seat" on a landfill contract, according to Lindsey. If the county owned the land in the first place, it could impose any safety regulation on the original, or subsequent, landfill operators, he said. sin a statement released Sun day, the Defenders called In a statement released Sunday, the Defenders called Veugeler's offer to sell the landfill site to the county as "a blatantly political maneuver." The administration reported that drug and alcohol abuse seems to be "under control" in the schools, but added that most abuse takes place after school, which is why parental involve ment is very important. ran x EVERYBODY WANTS TO LOOK THEIR BEST ON CHRISTMAS HIDDENCURL 1212 N.GREEN ST.
