DKCEMBEft Two McHenry County area residents are candidates to repre­ sent the 12th Congressional District as members of the board of directors of the Citizens Utility Board (CUB). They are Timothy Mears of Rouhd Lake, and Ursula Eichorn of Ingleside. Eichorn is employed in financial management and is an officer of the 4th District tax- Eayers' association. Mears is the ake County Coordinator of the Il­ linois Home Energy Assistance Program, and a consumer ac­ tivist. CUB is a statewide consumer advocacy group, funded entirely by its members. The purpose of CUB is to hire Attorneys, accoun­ tants, and other experts to appear on behalf of consumers at rate- making hearings before the Il­ linois Commerce Commission (ICC). All Illinois consumers may join CUB by sending in a $5 membership fee. The 12th Congressional District includes central and western Lake County, Northern Cook County, and McHenry County. Mears said utility bills are eating up a larger and larger por­ tion of the average working fami­ ly's budget. For senior citizens, and those on fixed incomes, utility costs can often come to 50 percent of total Income. Mears urges all 12th District consumers tor join CUB. "It won't work without representation by and for ordinary consumers. We can only succeed by joining together," Mears said. The landmark Citizens Utility Board legislation was passed by the General Assembly last fall after consumers in 113 com­ munities throughout the state sup­ ported it in local referendaums. This year, Governor James Thompson and other legislative leaders appointed an 11 member interim CUB board which opened a CUB office, launched a member­ ship and recruitment drive, and set up procedures for election of the permanent board of directors. Twenty-two directors will be elected by CUB members from each of Illinois' congressional districts. They will serve either two or four year terms without compensation.
