WEDINKSU41, DECEMBER 12,1984 Drunken Driving Awareness Week brings focus to a growing problem By MarkBaui It's something we all hear and read about, and Know it's a problem, but we all usually follow up with the same line: "Yeah, but it won't happen to me. I can handle my alcohol." Tell that to the families and friends of some 24,000 people killed by drunken drivers in the United States each year. Twenty-four thousand people wh<pe lives were taken away by a person who could "handle his alcohol." Statistics don't always convey the magnitude of the problem, but, breaking them down, it is easier to understand that drunken and drugged driving is a serious problem. Twenty-four thousand deaths breaks down to 462 lives lost each week, 66 lives lost each day or one every 22 minutes due to drunken drivers. In Illinois, more than 500 automobile accidents last year were alcohol related. In Woodstock, 45 persons were arrested for driving under the influence of alcohol between January and September, 1984. Statistics also show that younger drivers, while only comprising 10 percent of the drivers in the U.S and logging less than eight percent of miles traveled, account for 20 percent of all alcohol-related deaths on America's roads. Younger drivers-between the ages of 16 and 20 have an ac cident rate two and one-half times greater than older drivers, but, where alcohol is involved, the accident rate is three times greater for teen agers. In 1982,4,000 young adults were killed in alcohol-related traffic deaths in America, and statistics show another 120,000 were injured. More teen-agers Tax abatement asked for Hebron industry By Laurie Brady PUladMler Herald News Service Each of Hebron's taxing ies will be asked to grant a abatement for the village's industry, Shutters Inc. The request for a three-year tax abatement was highlighted Monday at the Hebron Village Board meeting. The board's general consensus was to abate taxes for only the building and not the property. However, the dollars-and-cents value of the property is not known at this time. The board also indicated it would like a written request from Shutters sent to each local taxing body. "We need a description specifically to know where Shutters is going," said Tfustee Bill Lightbody. "We need to know this before acting and to get all taxing bodies informed. Without looking at dollars and cents, we can't vote." "We can't approve this until the building is completed. We» don't know how much Shutters will save each year until the building is assessed," board President Lynn Ellison said. Board members also discussed whether the abatement would set some type of precedent in the village. Trustee John Ducey said the abatement grant would be a "good investment." "Since farm values have dropped, the industry helps fill in the gap. If we abate taxes for three years for a worthwhile company, it seems worth the gamble," Ducey added. Ellison suggested that, if the village wants jobs to stay in Hebron, it has to do something and go along with these programs, noting that other1 governmental taxing bodies have abated taxes for up to 10 years. Each taxing body will make its own decision for the three- year request. The school district is the largest local taxing body, with about 75 percent of the taxing dollars. If one takes the time to absorb these statistics, it's easy to understand why people need to be aware that if you climb behind the wheel after a few drinks, you stand a good chance of being included in those statistics. That is why President Reagan has proclaimed this week National Drunk and Drugged Driving Awareness Week. Gov. James Thompson has also signed a proclamation naming this week Illinois Drunk Driving Awareness Week, and McHenry County Board Chairman Ed Buss has issued a similar proclamation. If you are one of those people who think you can handle your alcohol, consider this: -While .10 blood alcohol level is considered the legal limit for intoxication, a person can be convicted of DUI with a blood alcohol level from .04 to .10. For a first conviction, the penalty is a fine of up to $1,000 and or up to one year in jail. A judge may mandate par ticipation in a DUI awareness class. It is also more than likely that the secretary of state will revoke the license of a convicted drunken driver. For a second offense within five years of the first, there is a mandatory jail term of 48 hours or comparable community service time, coupled with a 12- month license suspension. Refusal to comply with a blood alcohol test results in a man datory six-month license suspension. Of course, the severity of the penalty is determined by individual judges, but statistics show an increase in the severity of the penalties handed down. The intent of the presidential proclamation is not to tell people not to drink but, once again, to make people aware that an intoxicated driver behind the wheel is as dangerous as a loaded gun. ~ Sgt. George B. Corson, McHenry County Sheriff's Department safety education officer, said his department has made taking the drunk driver off the road one its major priorities. Corson said he will be presenting several programs this week at county high schools to help make teenagers more aware of the consequences of driving under the influence. fees, to install the water main for Shutters.
