DECEMBER 28,1984 Opinion/Politics Volunteer programs that help people work best in McHenry Although Thanksgiving is traditionally the season to be grateful, the spirit of the Christmas-New Year holidays prompts similar feelings as the old year bows out. It was our privilege this year to participate in a small way in both the FISH and Meals on Wheels programs. We are grateful for those who make these endeavors outstanding and more successful than many similar efforts in other locales. When a recipient offers a handmade ornament for your tree, or smiles with a "God bless you," you are repaid as no monetary gift could do. These programs of 1984 are reminders of a different mode of helping others in the past which served the same purpose. A 98-year-old McHenry lady told us of the best Christmas in her memory. With a warmth that remained through the years, she recalled when a neighbor asked her (because she was in costume) to deliver a basket of groceries and gifts to a young widow with five children. The word spread through the neighboring community of Johnsburg, and within the day almost every family had heard of this particular need and responded. A smile of recollection brought joy this Christmas Day to one whose memory covers almost a century. And have you visited the Neighborhood Kitchen in St. Patrick Church hall any Tuesday evening? If you think a "thank you" is a rare response, you are wrong. All of these community at­ tributes are reason to smile as Father Time prepares to wave his goodbye. And there are others. Do you remember those urns of beautiful flowers that decorated the commercial areas of our city far into the fall season? The flowers didn't just happen to bloom at these strategic spots. They were part of a plan for beautification conceived a few years ago in the minds of citizens whose sole interest was to make the business districts more attractive. The success of these en­ deavors are distinctive in McHenry. But they are not the only signs of a community bent on going forward through a joint effort of many. With a new, modern medical facility a mark of pride from the previous year, we look forward to the com­ pletion of a new bridge in '85. In spite of differences of opinion on how McHenry is to prosper, it is important that the effort goes on to accomplish set goals, regardless of how it is done. These differences don't always make for a city free from a climate of strife. But we are grateful that they exist and assure an interested citizenry that apathy will not be a mark of McHenry in the year ahead. HAPPY NEW YEAR 6 € m Schaffer awarded by ICFS group The Illinois Campaign for Family Stability recently presented its distinguished service award to State Sen. Jack Schaffer, (R-McHenry County). "I am proud to have been honored by this organization," said Schaffer. "The grant system has always been more generous to people not living together as a family unit. I am glad to have been able to help pass legislation providing an incentive to keep families together." A plaque was presented to Schaffer "in recognition of his leadership in securing grant equity for families receiving public assistance." "Senator Schaffer has been very responsive to us," said Betty Williams, a spoKeswoman for the Illinois Campaign for Family Stability. "We know of his concern for Illinois families, and wanted to recognize his efforts with this plaque." The Illinois Campaign- for Family Stability is a coalition of state-wide organizations, concerned about family life and poverty. Deadline for Pay raise meets opposition circuit breaker funds is Dec. 31 Persons who turned 65 during 1984 have only a few days left to take advantage of a new state law which could qualify them for Circuit Breaker benefits this year, according to J. Thomas Johnson, Illinois Director of Revenue. The new law, signed in Sep­ tember by Illinois Gov. James R. Thompson, arovides prorated gfaqls for applicants during the V year they reach 65 years of age. Previously, applicants had to be 65 by Jan. 1 in order to receive a grant during that year. Applications for the 1983 claim year must be postmarked by Dec. 31. To qualify for grants, an applicant must be an Illinois resident, be 65 years old and have a household income under $12,000, or they must be at least 16 years old and be totally disabled. State Rep. Dick Klemm (R- 63rd) today applauded the ac­ tions of House and Senate members in rejecting salary recommendations made by the new Illinois Compensation Review Board. "I'm happy that we rejected the pay raise recom­ mendations," said Klemm. "With many Illinois residents still facing unemployment, wage freezes and cuts, I don't think it's the proper time to be increasing salaries for legislators and constitutional officers. Besides, I truly feel that we, as representatives, should take responsibility for setting salaries. If pay raises are needed, we should have the courage to support them. If they are not, we should act ac­ cordingly and vote them down." Klemm was one of 87 House members who supported Senate Joint Resolution 143, rejecting the initial salary recom­ mendations made by the Compensation Review Board, a body created in June by the General Assembly to set governmental salaries. Rejection by both the House and Senate was needed for the pay increases to be rebuffed. The 87- 25 House vote came one day after the Senate unanimously rejected the raises. The board's recommendations included raises of $4,500 for legislators, a $32,000 boost in the Governor's salary, and pay hikes ..betweeft, $1Q,GQ0 and $15,000 for judges. In 1984, 68,048 plants, valued at approximately $pQ.5 million were seized by criithorities. Additioanlly, private landowners, working in cooperation with the division, destroyed more than 297,000 wild marijuana plants. The value of plants seized or destroyed reached $140 million, far. exceeding the total attained dtfring the 1983 season.
