Starkey, IRS district director for northern Illinois. The tax withheld from* periodic pension or annuity payments is based on marital status and the number of withholding allowances claimed on the withholding certificate- Form W4-P, or a similar form- provided by the payer. If a retiree does not give the payer a withholding certificate, the tax withheld will be determined by treating the retiree as a married person claiming three withholding allowances. If enuugh tax is not withheld, retirees may be subject to a penalty for underpayment of estimated tax. Retirees may choose to have no income-tax withheld from any distribution received. The payer will tell the retiree how to make the choice. If a retiree chooses not to have federal income tax withheld from the pension or annuity, the retiree may have to pay estimated tax if enough tax is not withheld from other income subject to withholding.. Publication 505, "Tax Withholding and Estimated Tax," available at IRS, lists the requirements and gives more information on estimated tax. Retirees should be aware that a part of their social security and tier 1 railroad retirement benefits may be taxable. In come tax is now withheld from those benefits. Therefore, retirees may need to make estimated tax payments, cautioned Starkey. Generally, benefits will not be taxable unless income plus one- half of the net benefits plus any, tax-exempt interest and certain other tax-free income received is more than: -$25,000 if single. -$25,000 if married, a joint return has not been fi'ed and the individual did not live with his or her spouse at any time during 1984. -$32,000 if married and a joint return has been filed; or -Zero if married, living~with one's spouse at any time during 1984 and a separate return has been filed. Retirees should also be aware that the Tax Reform Act of 1984 provides that the penalty for underpayment of estimated taxes may be waived for taxable years beginning after December 31, 1983, if the underpayment is due to casualty, diaster, or other unusual circumstance and the imposition of the penalty would be inequitable and against good conscience. Commuter Rail Service Board Executive Director James E. Cole urges commuters not to leave work early if a daytime winter storm warning is issued, but to wait for their regularly scheduled trains. "The bitter weather in January and February calls for the best from both railroaders and commuters," Cole said.
