If you sew and want to make a stationary balloon curtain, you will need four curtain tension rods. • Cut two panels of fabric (sheets work nicely) 2*4 times the width of the window and a little more than VJ's the length of the window. • Hem sides. • For heading, turn down three inches from the top and hem. Stitch 1 Vx inches from top. This gives you *y/i inch heading (ruffle) and a 1 V4 inch casing for the curtain rod. • For bottom casing, fold 1 Vi inches and hem. This casing is for the second curtain rod. • Repeat procedure for bottom balloon curtain. • Slide curtain on rod and place top rod in position on window. Place the second rod approximately two inches below first rod. • For the bottom balloon, place third rod about one quarter of the distance from the top of the window. Put the fourth rod about two inches below the third. • Gently arrange folds and poufs. Put tissue paper in the poufs so they'll keep their pouffiness. The Health Systems Agency for Kane, Lake and McHenry Coun ties (HSA/KLM) is approaching the $200 million mark in its Cer tificate of Need review activities. According to HSA/KLM Board President John A. Taft Jr., the HSA reviews requests from area hospitals and nursing homes for modernization, expansion, or con struction of new health care facilities. HSA/KLM has reviewed $190 million in health facility pro jects, but approved only $160 million, a savings of $30 million. During 1984, the HSA reviewed 20 local projects (primarily nurs ing home construction applica tions) totaling $74.2 million, but denied $6.4 million. Taft stated that HSA's budget is $260,000 per year with 40 percent spent on review activities. The projects reduced or rejected by HSA amounted to a savings of $61 for every dollar spent on local review activities in 1984. While 1984 has been a busy year for HSA review activities, 1985 looks even busier. HSA Project Review Chairman Robert Pietruslak reports that 14 new projects are already scheduled for review during 1985. These projects represent proposed capital con struction costs of $60 million and includes the Humana/Chicago Medical School 224-bed hospital proposed to be developed in North Chicago. In 1974, Congress created a na tional system of locally-based health planning agencies to reduce the unnecessary expansion of costly health care services, equipment and facilities and to help meet health care needs where gaps in service exist. HSA/KLM was designated by the U.S. Department of Health and Human Services to serve the area and assist the State of Illinois in its health planning and Certificate of Need activities. The 30-member volunteer HSA Board of Directors consists of a majority of consumers, ap pointees of the Kane, Lake and McHenry County Boards. The re maining HSA Board members are. health care providers.
