"• IBM GROUP The McHenry County IBM Users Group meets every second Monday of the month at Prairie Grove School, Highway 176. The next meeting is scheduled for April 8. JBy Mike Pennock r Herald News Sendee ' Housing for the mentally disturbed is needed to "ensure an adequate" level of mental health services for the com munity, according to the McHenry County Mental Health (706) Board. "It seems to be the single unmet need," mental health board director Dennis Smith said at the board's meeting last week. Hie board reviewed its "goals and objectives," a three-year plan for fiscal years 1984-86 that is updated annually. The 10-page plan consists of the three disability catagories: mental il!ness, developmental disabilities and chemical abuse. The report's residential proposals include development of one to three group homes. The next area in iieed of im provement is chemical abuse, 708 board members said. No specific problems were men tioned, but one of the board's ongoing obejctives is to conduct an annual "needs assessment" of the quality and quantity of chemical abuse services in the county. Other business at the meeting included discussion of the fiscal 1986 funding application process. The board, which oversees part of the funding for nine county agencies such as Pioneer Center, will be receiving funding requests for the next fiscal year which begins July 1. The executive director of the Family Services and Com munity Mental Health Center, Bob Martens, presented a memorandum to the board with suggestions for the funding application process. He suggested the board require that procedures for all agency requests for proposals be "dearly outlined, and ensure that each applicant is given the same information, instructions and consultation," Martens said. "This did not happen this past year." He also suggested that an appeal process on the decisions on allocations be limited to possibly one to two weeks to kllow final budget recom- \nendations to be sent to the county boar<Usponer. Another request was that each applicant agency receive a written ex planation from the mental health board for funding decisions. The board agreed with the opinions offered. As for the money allocated to the board for next fiscal year, Smith said, "My best guess is that we'll be getting 100 percent of the federal block grant that we got last year." Mr. Farmer!
