Prior to that he was an alder­ man and precinct, com­ mitteeman. He is affiliated with numerous government organizations including, the McHenry County Municipal Association, McHenry County transportation committee, McHenry 208 waste water study committee,. Occupation: Executive vice- president, First National Bank, McHenry William Busse has served as a city alderman since October, 1982. He served on the following committees: finance (chair­ man), building and zoning (chairman), purchasing ana labor relations. He is a former member of the McHenry Library Board and he is a member o of Shepherd of the Hills Lutheran Church and former president of United Way in Mount Prospect-Prospect Heights. The most important issues facing the next mayor are to become a more responsive and efficient administration, to encourage citizen involvement, to improve the quality of life and to develop a long-term plan for future growth. 2. Authority should be delegated where possible, clearly define the chain-of- command, use expert advice and define job descriptions for all positions-including the mayor. The present ad­ ministration budget of $140,000 can be put to better use. We should examine other forms of administration and consider every a alternative with input from the council. Greater citizen involvement would be ac­ complished through better pub l i c in fo rmat ion- newsletters, surveys, group meetings, etc. Proper planning and study will achieve a balance between growth and quality of life. He also serves on the labor relations, parks and recreation and insurance committees. He is a member of the Rotary, McHenry County Defenders, Family Services and Community Mental Health Board, and the McHenry Jaycees. He is a life-long resident of the city. Answers 1. The most important issufe facing the office of mayor is professionalism in government. We need to have a consistent, well thought our and knowledgeable approach to the city's financial, environmental and social problems. The second issue which needs to be ad­ dressed is establishing a government whose interest is in listening and reacting to the needs of its citizens. ^2. To establish greater professionalism, I would seek the employment of a city ad­ ministrator. This position will show a savings to the city and, with an administrator, we can develoD a good plan of progress to act now, rather than react later. Listening is the key to effective, responsive govern­ ment. This includes looking into the special needs of our senior citizens and youth, along with the already identified areas of traffic and environment. Occupation: Director of the Lake-McHenry reg iona l program, providing educational and medical diagnostics to children in 63 school districts. Gary Lieder has served on the Illinois Whitehouse Commission on Children, the Task Force for Autism, b board member for the Illinois Senate for Educational Improvement and consultant to the state advisonr council on Education of Handicapped Children. He is affiliated with the Legal Research Committee for the Illinois Administrators of Speciar Education* the Legislation Committee of the Illinois Council for Exceptional Children Chapter 336 and the Professional Ski Instructors of America. He is married and has one child. Answers 1. Lack of foresight in plan­ ning for the futurfe of our city, which causes us to be a city which is re-active as opposed to pro-active. Lack of citizen participation in issues that directly affect our lives. 2. The city council shall establish a 10-year plan which encompasses all aspects of our community. From this plan, specific goals and objectives shall be established for future growth and development. The mayor and members of the council alone do not have all the expertise, knowledge or skills to effectively and efficiently manage this city. We must actively s solicit community involvement. I would also recommend that every agenda for the council have time set aside so citizens can address the mayor and councilmen. JUDITH M. SZILAK Judith M. Controlled and carefully planned growth, develop southern bypass of the city, aggressively seek retail business and locate in non- congested areas and publish agendas of council meeting in 5209 newspapers and allow public input. THOMAS QUAMME Thomas Quamme, Wellington, McHenry Political Affiliation: Republican Office Sought: Alderman, Ward Education; High school and some college Occupation: Employee at Commonwealth Edison Thomas Quamme is affiliated with American Legion Post 491, St. Patrick's Church and Cub Scout Troop 142. The most important issues facing the office I seek are: Parks and safety of our children and continued builder com­ mitment to approved plans by the council. 2. I would like to see a park developed in the Fox Ridge- Winding Creek area. I would also like to see a stoplight and a crossing guard at the in­ tersection of Lillian and Front Streets. I feel builders should not be allowed to change ap­ proved plans that would affect or change the current area.
