"r- Pioneer Center 'cautiously optimistic' about future Sustained growth in services during the past decade have increased the number of people served by the McHenry County Association for the Retarded from 1% in 1975 to 950 in 1985, Robert Lambourn, executive director, told 225 annual meeting participants recently. Lam bo urn said the operating budget has increased from $602,000 in 1975 to over $3 million a year now. ' Facilities have increased from five to 10 in the same period. Dixie Hogan's 10 years of service as president was the framework for Lambourn's review of the agency's remarkable growth in service. He attributed her leadership as president during stressful financial times as a major factor in Pioneer Center's ability to meet burgeoning needs of the developmentally disabled in McHenry County. Mrs. Hogan is retiring as president but continuing as a board member. Lenard Dun­ can, Spring Grove, is a newly- elected director, succeeding Elmer Hill, Union, on the board. Hill has been on the board since 1979. Re-elected as directors were Patricia Gilman Frisch, Woodstock; Robert Hansen, McHenry; Herman O'Neal Milam, Spring Grove; Wanda jj. Pears, Crystal Lake; and Robert O. Swartzloff, McHenry. In accepting a gravel from Bruce Smyth, vice president, in appreciation for her decade of service, Mrs. Hogan said she has a "feeling of great pride when I see the growth the Agency has achieved. I feel assured we will continue that growth and maintain high quality services to the mentally and physically developmentally disabled in McHenry County." During his review, Lambourn look ahead and said he is "cautiously optimistic" but warned sources of funding from federal and state sources have reached a limit. Belt-tightening at those levels will make it difficult to support existing programs, he warned. "The potential for growth is limited. We must concentrate on yielding the maximum dollars for existing programs if we wish to maintain the quality of services at Pioneer Center," he said. "Our second concern is local concern. But Lambourn pointed to a serious trend by the 708 Board for the developmentally disabled as he explained: "Today, however we have witnessed a reduction in funds, a lower ranking for persons who are mentally retarded and in need of vocational rehabilitation training, and we have seen mental retardation placed too low in the priority of the system now in place." Lambourn told Pioneer Center members their board will work diligently to restore programs but alerted the members they will be called on to "make your feelings known to the 708 Board. They, are your -friends and neighbors. Let them know of your interest. You can help shape our future." Lambourn said fund-raising events, such as the recent auction that netted $35,000, will be required priorities during the coming years. In her report to the mem­ bership Bobbie Wiltse, director of development, said the combination of a dedicted staff and many volunteers "makes our service excel." She said diversified sources of revenue will include traditional ac­ tivities, such as fish boils, and new events. A mail appeal and the auction involved much volunteer help* she acknowledge, and praised the business community in McHenry County for the generosity shown in con­ tributions, donations, and support at the auction last month. Program activity included completion of the 12,000-souare foot addition to the McHenry Vocational Rehabilitation Center, occupied in mid-1984. Tom Golan,, day services director, said funds for the expansion of the rehabilitation center came from the ,Illinois Department of Commerce and Community Affairs through the sponsorship of the City of McHenry. Discussing Day Services activities, Golan pointed out the addition of full-time physical therapy services for the Birth- to-Three program. Gollan said the Crystal Lake Vocational Rehabilitation Center continues to grow in the number of clients and customers served, but the facility seems to be approaching physical capacity.
