MAY 24.1985 County courts department receives grant to service victims, witnesses The McHenry County Department of Court Services was one of 75 public and private not-for-profit agencies awarded over $600,000 to provide services to violent crime victims. Grants for the programs are available through the Violent Crime Victims Assistance Fund, a new fund which is financed by fines imposed on convicted offenders. "Far too many people think we have a criminal injustice system," Attorney General Neil Hartigan said. "The violent Crime Victims Assistance Fund is a vital step in creating a true victims justice system in Illinois. We are especially pleased to announce the grants during National Victims Rights Week." The McHenry County Department of Court Services has been awarded a grant to provide services to victims and witnesses. Alan D. Belcher, Resource and Special Services Unit supervisor and Clinical Coordinator for the Department of Court Services wrote the grant in cooperation with Theodore Floro, State's At­ torney; Turning Point (agency for domestic violence); Family Service and Community Mental Health Center for McHenry County; Henry Nulle, Sheriff's Department; and the McHenry County Youth Service Bureau. The grant was written in response to the community needs of McHenry County. An 11-member advisory commission for the new state program made recom­ mendations to the Attorney General on which agencies should receive the money. Under the law, the Attorney Deaths Frances V. Zeirbes Frances V. Zeirbes, 91, died Wednesday, May 22, at Royal Terrace Nursing Home. She was born March 31,1894, in Chicago, to James and Elizabeth (O'Brien) Burke. Mrs. Zeirbes had been a resident of McHenry for the last five years and was a member of St. Pius V Shrine Church, Lake Zurich. "Some agencies will hire social workers to work directly with the victims," Hartigan said, "while others will improve, training for their staff, expand office space or establish toll-free hotline numbers for crisis in­ tervention." For example, the Loop YWCA in Chicago plans to hire a full- time program coordinator in order to expand services to child victims of sexual assault; the Evanston Police Department intends to hire an additional caseworker to provide com­ prehensive social services to victims; and the Women's Center in Carbondale will ex­ pand its staff to improve ser­ vices to rape victims. Hartigan also said several state's attorneys will receive grants to improve services for victims and witnesses of violent crimes. "Witnesses must be en­ couraged to participate in the criminal justice system because they are a very important element in obtaining convictions and placing criminals behind bars," the attorney general said. Prosecutors plan to use the money to assist witnesses by providing them with in­ formation on the court process, including bail hearings and trial postponements. They also in­ tend to expand support services such as contacts with employers so employees who must testify* can be excused from the work place, and to provide money for miscellaneous expenses such as transportation to court, parking and child-care. Funding was granted to provide a broad range of ser­ vices to victims and witnesses. The program goals are to provide a consortium of agen­ cies and organizations in the community who will provide services to victims; to establish clear and consistent referral systems, to assist the criminal justice system in giving more consideration and personal attention to victims and wit­ nesses of violent crimes, to decrease the incidence of unreported crimes, to assure victims and witnesses are in­ formed of the progress of their cases, to encourage the public use of county services, to bring about public awareness and sensitivity to victims and to provide support and assistance to victims involved in the court process. She was a past secretary of the Ladies Auxiliary Lodge 188' of the Brotherhood of Locomotive Engineers and Firemen. She was also the staff correspondent for that organization's national publication. She was preceded in death by her husband, Theodore Zeirbes, who died Oct. 19, 1951; eight brothers and six sisters. Surviving are two daughters, Mrs. John (Loretta) Weger, McHenry and Mrs. Clarence (Catherine) Witt, Belvidere; a son, Theodore (Ruthe) Zeirbes, Winfield; a sister-in-law, Sister Mary Ann Zeirbes, Mercy Or­ der, Aurora; 18 grandchildren and 2 22 great-grandchildren. Arrangements are pending at the George R. Justen and Son Funeral Home. Visitation is tentatively scheduled for Friday afternoon and evening, and Mass will be held Saturday at St. Pius V Shrine. Interment will will be at All Saints Cemetery, Des Plaines. McHenry Bus. 385 0420 Bil Wingate starts Sunday nature walks Each year, Bill Wingate, local naturalist, conducts walks in Veteran Acres Prairie on the last Sunday of each month, May through September. The first of the walks will be held on Sun­ day, May 26, starting at 2 p.m. from the Nature Center, 230 N. Main St., Crystal Lake. The prairie has been dedicated by the Crystal Lake Park District, and interpretive walks and restoration work on it is done by the Friends of Veteran Acres Prairie, a committee of the McHenry County chapter of Illinois Audubon Society. The walks are generally one and a half to two hours long. Weather conditions, however variable, never cause the trips to be postponed. Participants are advised to dress ac­ cordingly. According to a committee spokesman, taking the walks each month is an excellent way to see the progression in a prairie, from the earliest blooming flowers such as prairie smoke to the latest- prairie gentian. "The changes in the grasses, from waving green to rust to brown, gives us an idea of what our forefathers saw when they settled here," she said. The public is invited to par­ ticipate in the Sunday afternoon outings. Bromberg concert Saturday "An Evening of Acoustic Music with David Bromberg," will be presented at the Woodstock Opera House on Saturday, May 25, at 8:15 p.m. A Philadelphia native now living in Chicago, David Bromberg will present a rare solo performance that will in­ clude selections that span a 20 year career in blues, jazz, bluegrass, folk, and rock music. A singular performer, writer and arranger, Bromberg's music is totally unique. Beginning successfully as a folkie in Greenwich Village in the mid 196CTs and studio guitar work with Bob Dylan, George Harrison, Ringo Starr, and Linda Ronstadt, Bromberg went on to form the David Bromberg Band and tour the country, filling New York's Carnegie Hall in the mid 1970's. Now, after fpur years of study at a violin making school in Chicago, Bromberg is an established violin builder and appraiser, but still performs occasionally around the country in select clubs and concert halls. Tickets for the show aire $9 and $7 and are on sale at the Woodstock Opera House ticket office. Hours are from boon to 5 p.m. Tuesday through Saturday, and from noon to 3 p.m. on Sunday.
