The board adopted a motion to endorse the policy of its Waste Study Advisory Committee in the preference for a county owned landfill site for maximum amount of control, and also adopted 10 guiding principles as "desirous factors" in the operation of a landfill in the bounty. . His motion was defeated by the board. - "You cannot declare a moritorium," explained State's Attorney Ted Floro, adding, "The state law allows the ap plication for landfill siting and the county board can't super cede the state law." He indicated that if the county superceded the state statutes and refused to accept landfill siting applications, it could cost the board a great deal of money in law suits.
