The new laws which go into effect next week include: Mandatory Seat Belts (PA 83- 1507). This law amends the vehicle code to require the and front seat passenger of a motor vehicle to wear seat belts when the vehicle is in operation. Failure to comply can mean a fine of up to $25. 111. Roofing Industry Licen­ sing Act (PA 83-1513). This law is designed to protect the public from fraudulent roofing schemes by requiring con­ tractors to register with the state Department of Registration and Education. Violators could pay not less than $500 nor more than $1,000 if convicted. Juvenile Speedy Trial Rule (PA 83-1517). Similar to existing rules r requiring a speedy trial for adults, this law establishes a timetable for adjudicatory hearings of juvenile cases. The bill requires a hearing within 10 days of a minor's detention! If the minor is not in custody \or has been released, the hearing must be held within 120 days of written demand. This bill establishes numerous g guidelines for public hearings on/ applications for regional p pollution control facilities. In addition to requiring applications be available for public inspection, the measure requires the public hearing to be held within 120 days or application. Carrier and Racing Pigeon Act (PA 1526). Establishes regulations for pigeon racing, training a and lofts and in­ creases some penalties. It repeals ail act passed in 1909. Pharmaceutical Assistance (PA 1531). Under this law, senior citizens and disabled persons who receive the $80 additional grant under the state's Circuit Breaker tax program, may choose to forfeit the $80 grant in favor of mem­ bership in a new phar­ maceutical assistance program. Contest is open 'to all rubber- tired farm tractors, and each tractor Can compete in two classes. However, Cairns said no four-wheel-drives or dual wheels are allowed. Also, after the tractors are weighed, weights must not be shifted. Demolition Derby is always a favorite at the county fair ' Back again by popular demand. That's the Demolition berby as one of the features during the 1985 McHenry County Fair. Competition will 1>e held before the grandstand audience Friday, Aug. 2, and Sunday, Aug. 4, at 7 p.m. All entrants furnish their own cars and many of the par­ ticipants are veterans of the "slam and bang" duel in the slush and slosh before the grandstand audience. Of special interest to prospective participants is the location of entry forms. Besides being available at thev fairgrounds, they can be ob-' tained at several area locations.
