Page20 NORTHWEST HERALD Section B Wednesday, July 17,1985 Nation Prescription drug prices outracing rate of inflation By Thomas Ferraro United Press International WASHINGTON - During the past four years, prescription drug prices have risen at twice the rate of inflation, helping the industry to post profits triple the average for all manufacturers, a congressional study shows. "Aren't you gouging the poor and elderly?" Rep. Henry Wax- man, D-Calif., asked phar­ maceutical industry represen­ tatives at a House hearing Mon­ day on "this deeply disturbing trend." After a brief pause, Gerald Mossinghoff, president of the Pharmaceutical Manufacturers Association, said, "I'd say, no." Mossinghoff said prices have climbed to cover the rising cost of research and development of new and better medications to protect all Americans. "New drugs developed by our industry are among the prin­ cipal reasons that the death rate for heart disease declined by 40 percent and the rate for strokes 55 percent over the past 20 years," Mossinghoff said. William Hutton, executive director of the National Council of Senior Citizens, which represents more than 4,500 elderly groups, didn't buy Moss- inghoff's explanation. Citing price controls in other countries, Hutton said, "The United States is the only in­ dustrialized nation that doesn't protect its people from un­ justified price increases by drug companies." The report by the staff of Wax- man's health subcommittee showed that from 1967 to 1980, the inflation rate -- or Consumer Price Index -- rose at a higher rate than retail prices of prescription drugs. But from January 1981 to June 1985, the CPI rose 23 percent while prescription drug prices jumped 56 percent, the study found, citing federal statistics. The study also showed that during the past four years, phar­ maceutical companies had an average after tax profit of 12.7 percent, while the figure for all manufacturers was 4.2 percent. Said Waxman, "Without ade­ quate explanation, one would conclude what is going on is greed on a massive scale." He said, "We in Congress have a responsibility to investigate this situation, to criticize where there are abuses and, if necessary, to legislate to protect the public." Mossinghoff said the U.S. pharmaceutical industry this year will spend "more than $4 billion worldwide on phar­ maceutical R & D (research and development), about four times the amount spent 10 years ago." Herbert Conrad, a Hoffman- LaRoche vice president, said, "The fact is that research is ex­ pensive and the revenue to sup­ port it is directly related to the prices of our existing products and the quantities sold." Wrongfully imprisoned gets award United Press International COLUMBUS - William Ber­ nard Jackson, imprisoned for nearly five years for two rapes he did not commit, has been awarded $717,500 in damages in what is believed the largest wrongful im­ prisonment award ever granted in Ohio. Jackson, 33, of Columbus, could not be reached for comment Mon­ day following the announcement of the award. A family member said he was probably out celebrating. From October 1977 until September 1962 Jackson was held in the maximum security Southern Ohio Correctional Facili­ ty in Lucasville and at the London Correctional Institution. He Had been charged with committing crimes later attributed to Dr. Ed­ ward Jackson of Columbus. The two men are not related. Edward Jackson was subse- quently convicted of 21 rapes and 39 other crimes. Columbus police officials who investigated the rapes said the two men looked alike and both had beards. The women who were raped had originally identified William Jackson as their at­ tacker. William Jackson claimed he was stabbed five times while in jail and required treatment in the prison hospital. "It kind of destroyed me to know I was in the penitentiary for something I didn't do," Jackson said in a CBS "60 Minutes" pro­ gram following his release. Look for gaps in the exterior walls where you need caulk. Note any missing or sun dried caulk especially on the south side of your house. Here's where to look: • Around all window and door frames • Around exhaust fan outlets (bath, kitchen or laundry} • Around window air conditioners • Around holes cut for hose faucet, wires and pipes • Around the chimney • Around lighting fixtures • Where masonry and siding meet.
