Dan Kemmnitz, TWA manager of internal communications, said the airline has not automatically granted the credit to all passengers held hostage on flight 847, which was hijacked after it left Athens, Greece, for Rome. Put any "frequent flyer" club member held hostage who asks for the credit will receive it. Toga was held throughout the entire 17-day seige, but his wife Debbie, who was pregnant with the couple's first child, was released earlier. Kemmnitz said he wasn't sure of the exact number of miles the Togas would be given in credit. But it would include the flight from Athens to Beirut and back and forth three more times between Beirut and Algiers, plus the flight from Beirut to Frankfurt, West Germany, and home. He said it would amount to "several thousand" miles. "FfauMy^I think that if anybody (ex-hostage) hadn't been a member and joined tomorrow, they'd give it to them," ne said. Lucky winners not so lucky United Press International NEW YORK -- Undercover agents operating a phony tour bus Saturday arrested 21 fugitives who responded to notices saying they won a free weekend trip to Atlantic City, police said. The fugitives were captured at the Brooklyn stake-out by federal marshals and city police, some of whom were dressed in T-shirts that said "Gem Tours," said Capt. Rich­ ard Hegney of the New York Police Department. Hegney said authorities were pleased with the results of the oper­ ation, although the number of fugi­ tives sought was considerably larg­ er than the group arrested. "It was a nice turnout," said Hegney. The phony prize notifications were sent to about 1,000 felons, wanted on federal, state and city warrants, Hegney said. The notice was a flyer that said the recipient was "the lucky winner of a trip to Atlantic City plus $100 cash," said Hegney. Although about 60 people respond­ ed to the offer, showing up at a phony tour bus parked on Hanson Place near the Brooklyn Academy of Music, only 21 were wanted by authorities. Hegney said. James Keegstra, a 55-year-old fa­ ther of four, faced a maxiumum two-year sentence, but Justice John MacKenzied fined him $5,000 and imposed no jail term. MacKenzie compared Keegstra to a drug addict who sells narcotics, saying Keegstra was as much a victim of his crime as a perpetrator. Testimony also showed Keegstra told the students Abraham Lincoln w^s assassinated by a Jewish con­ spiracy, and President Richard Nix­ on! was deposed by pro-communist Jews. He claimed historical figures such as- President Franklin Roosevelt and Soviet dictator Joseph Stalin were surrounded by Jewish advis­ ers who determined policy. During the trial, prosecution and defense lawyers called several of Keegstra's former students to the witness stand and entered their school notebooks into evidence. Keegstra taught at the Eckville High School, about 40 miles west of Red Deer and 100 miles south of Edmonton, for 12 years before los­ ing his teaching certificate in 1982 following complaints from parents. Keegstra, who had been one of the most popular teachers at the school, now works as a mechanic. In October 1983. Keegstra lost his job as Eckville mayor because of his controversial views. The Alberta attorney general pressed charges •against him in January 1984 under a rately used Canadian law.
