Tax proposal criticized .20 81 71 By Kenneth Eskey " ̂ Howard News Service WASHINGTON - President Rea gan's proposal to reduce the maxi mum income tax rate to 35 percent appears to be crumbling under criti cism from lawmakers and lobbyists who say it tends to favor the rich. Rep. Dan Rostenkowski, chair man of the House Ways and Means Committee, promised a week ago that he will come up with a bill this fall that shifts more benefits to thp middle class. And the vice chairman of Pruden tial Insurance Co., Robert Winters, told reporters here Wednesday that a maximum rate higher than 35 percent may be preferable to elimi nating desirable tax breaks for ordi nary Americans. "The rich are doing very well. They don't need help," he said. Winters and other insurance exec utives are adamantly opposed to a section of Reagan's tax reform plan that would tax the cash value of life insurance policies and require workers to pay taxes on a portion of their company-paid group health in- urance coverage. would be better, Winters told irsr to have a higher tax rate and retain some of the socially de sirable deductions and exclusions now built into federal tax law. "Tax policy is a legitimate tool of social policy," he said. Winters said he believes that So cial Security recipients should be required to make some sacrifices, along with the rest of the country, in trying to reduce the string of $200- billion-year budget deficits. "All of us are going to have to pay higher taxes," he said. Winters' boss, Prudential Chair man Robert Beck, has suggested that Social Security recipients pay income taxes on all benefits beyond what they paid into the system in the form of payroll taxes. Under the Reagan reform plan, dozens of tax breaks would be modi fied or eliminated in return for low er basic rates. Instead of a tax System with 14 rates ranging from 11 to 50 percent, the Reagan plan would impose only three rates of 15, 25* and 35 percent. The 35 percent rate would apply to couples earning more than $70,000 a year and indi viduals more than 842,000. So much pressure is being applied to retain popular tax breaks, howev er, that >some adjustment in rates may be necessary Just to keep the plan from losing revenue. For example, the insurance indus try argues that taxing the internal cash buildup ofJife insurance poli cies, beginntagSwth newmiictfes, would discourage people f$m buy ing life insurance. "A product that's taxed before people get anything is going to be a very difficult product to sell," Win ters contends. Reagan's proposal to tax families on the first $25 a month of company- paid health insurance premiums is opposed by businessmen and labor unions, who say it could discourage companies from offering such bene fit plans. Strike could cost billions NEW YORK - The 1-day strike by major league baseball players cost millions in lost revenues but it could have been much worse. Cities would have lost $500 million to $1 billion, according to one estimate, if the season had been canceled.
