Will Flower of the IEPA said Systems Control Inc. of Palo Alto, Calif., beat out Mostardi-Platt Asso ciates of Bensenville, HI., and Hamilton Test Systems, Inc. of Phoe nix, Ariz., for the contract. The tail pipe testing program is designed to check motor vehicles f o r e x c e s s i v e pollutants. Flower said Systems Control must obtain land, build testing facil ities and operate the testing program, while the EPA will oversee ; the program. Testing was to begin Jan. 1, 1966, but now will be delayed until May 1, Flower said. "We have been work ing closely with the fed eral EPA and they real ize it takes time to put a program like this to- ether," he said ednesday. "They will not impose any sanc tions on us." The legislature ap proved and Gov. James R. Thompson signed the controversial proposal last year under threat of federal sanctions. Federal officials said failure to approve the plan would result in the loss of hundreds of mil lions of federal road dollars to the state. The emissions test is free to vehicle owners in the areas required to be tested -- all of Cook County, and parts of Du Page, Lake, Madison and St. Clair counties. Testing is based on zip codes of drivers in those two areas. Each test costs $4.87, but the state is paying the tab to Systems Con trol from the motor fuel tax. Flower said more than 2.4 million vehicles will be subject to the test initially. About 500,000 are expected to take a retest because they failed the first time around. Only 1968 model vehi cles and newer will be required to be tested, Flower said. Motor- cyles, antique and die- sel-powered cars and farm machinery are ex empt from the testing. Autos failing the test will be required to un dergo a tune-up. "But older cars will not be expected to meet the same conditions as newer cars." Failure to comply with the law could re sult in the suspension of a motorist's license and vehicle registration. There will be 18 test ing stations in the Chi cago area and three sta t i o n s i n t h e metropolitan East St. Louis area, officials said. Most people will live within 12 miles of a station, but the average driving distance will be less than 4 miles. Flower said the IEPA will send out informa tion and temporary stickers about one month before the pro* gram begins. In the Chicago area, less populated spots generally are excluded from testing, while in the southwestern Illi nois region, many larg er towns and rural ar eas are exempt. The cities of East St. Louis and Alton are in cluded and only part of Belleville is excluded, but none of that town's residents will have to comply with the law, since the Legislature's intent was to exclude all of the town. A surge of interest in automobile seat belt use is sweeping the coun try as more states pass laws requir ing motorists to buckle up. To help explain how these laws save lives and prevent injuries, more than 7,000 new car, truck, and tire deal ers are offering a 13-minute audio visual program entitled "Say YJSS To Seat Belts" to local community groups and schools on a free loan basis. The "Say YES To Seat Belts" program comes with handout liter ature for the audience and explores the reasoning behind belt use laws. It offers suggestions on how to build support for such laws in states that do not have them and how to in crease community support for belt use laws where they already exist. The dealers lending the program are members of the Dealers Safety and Mobility Council, an affiliate of the Highway Users Federation which sponsors community traffic safety programs nationwide. Long distance safety tips C H I C A G O , - Millions of Americans have hit the highway this summer in search of adventure in the great outdoors, or rest and relaxation under the sun. As vaca tioners gear up for the last few weekends of summer, they should remember that driv ing requires more than Just loading the kids in the car, dusting off the road atlas and filling the gas tank. It re quires a prepared automobile and the ability to "steer clear" of trouble once on the road. "You Just can't sit back and enjoy the ride," says Walt Alley, director of training at the Midas Institute of Technology (M.I.T.) in Palatine. "Long distance driving at highway speeds re quires extreme con centration and the ability to react quick ly." According to Alley, one of the most avoidable auto ac cidents is the rear-end collision. With heavy weekend and holiday traffic, you may be forced to make a sud den stop, especially if the driver in front of you hits the brakes unexpectedly. "When the car in front of you makes an abrupt stop, instinct tells you to slam on the brakes immediately. Unfortunately, this may not always be the best action to take," Alley said. "It's much better to drive defen sively and to keep a proper following distance." In good weather, under normal traffic conditions, the Automotive Informa tion Council advises motorists to keep a distance of one car length for every 10 miles per hour you are traveling. For in stance, if you are driv ing at 50 miles per hour, then you should keep a distance of five car lengths from the car ahead of you. Under poor weather conditions, an extra car length is ad visable. If you must stop w i t h i n a s h o r t distance, it is impor tant not to lock the car's brakes. If the brakes lock, gradually release the pressure on the pedal, until the wheels roll again, but don't lift your foot completely off the pedal, or the braking action will stop. "In order to use safe braking techniques, your brakes should be in tip-top shape," says Alley. "Before you do any long distance driv ing, a complete safety inspection should be conducted by a reputable service center." Other preventive measures can be taken right in your own driveway. Check your car 's maintenance schedule to see if it is time for a tune-up, oil change, or other ser vice that may have been overlooked. Also, check your car fluids, including engine oil , engine coolant, transmission fluid, brake master cylinder fluid, and windshield washer fluid.
