He was taken to McHenry hospital and released the same day. Pacey was replaced and his team went on to win the 196dcompetition. The second program, RAID, was implemented to rid roadways of al cohol-affected motorists. Both programs are in effect all year round, but more troopers are assigned to the two during holidays. The third program, CARE, is a national program that includes 48 states. It goes into action during three holiday weekends; Memorial Day, Labor Day and the Fourth of July. The three are the busiest holi days, in terms of traffic, said Vargas. Motorists can avoid accidents by not mixing alcohol with driving, paying attention to the road, driving offensively and allowing plenty of time to reach their destination. Construction should not hinder travel on major state roadways, said Jonathan Lehrer, Chicago Mo tor Club spokesman. However, con struction on major Wisconsin high ways should be considered. Roads under construction include 1-94 at Waukesha, 1-90 at Beloit and Janes- ville, 1-90,94 at Wisconsin Dells and Tomah, 1-94 at Eau Claire and U.S. 41 at Oshkosh. Gasoline supplies should not pose a problem. At least three-quarters of the stations will be open on Mon day, said Lehrer. However, gasoline cost six cents more a gallon on the average over last year. In order to cut down on travel hassles, motorists should check auto fluid levels, tire pressure, and tire changing equipment. Also, trav elers should plan alternate routes around roads under construction. checked for legal sludge applica tion. But citizens said already the sludge haulers have violated the safety codes. Sludge spills onto roadways, especially when trucks travel over bumps. Rick Leber, plant manager, said he has visited the site several times and never found the haulers to be in violation. However, he said he will investigate the matter and take steps to correct it if violations are occurring. "If we're causing problems, we certainly want to work them out," he said. As for recourse for the disgrun tled residents, Thomas McSwiggin, permit section manager, said they may sue the municipality or the user, or have the cite found to be in violation of IEPA standards. If the site were found in violation, the Illinois Attorney General would hold a hearing before the Illinois Pollu tion Control Board. If found guilty, fines would be levied. However, McSwiggin cautioned that citizens should not attempt to stack a case against the site, be cause any on-site visits could consti tute trespassing.
