Construction workers at sites near three Stalker-linked murder scenes told the Los Angeles Times ° that detectives have been asking them whether they know anyone resembling the killer. Workers at one construction site, a block from the Whittier home of a couple shot to death in March, said detectives showed them two com­ posite drawings and a photograph -- presumably a police mug shot with the booking number covered. Los Angeles County Sheriff's spokesman John Broussard said he knew nothing of the canvassing, adding that if detectives are explor­ ing construction sites it would be an "investigation tool" on which he could not comment. Glendale police, who workers also said visited the three sites, would not comment. Detectives, meanwhile, scoured a i stolen car believed used in the last I, attack of the killer. A tip from a "helpful citizen" led police Wednesday to an orange Toyota station wagon whose de- '<• scription was plastered over the newspapers, television and radio for j several days. ! The City Council Wednesday add­ ed $25,000 to the reward fund that has grown to more than $65,000. Also on Wednesday, the task force searching for the serial killer re­ ceived the psychological profile it had asked the FBI to compile frpm information on the Stalker. It's con­ tents were a closely guarded secret. But experts were coming forth with theories on what kind of man becomes a midnight marauder, in­ vading homes and killing people in their beds. Dr. Joyce Brothers, a nationally known psychologist, said the Stalk­ er may be a man without a family, wishing he could be "invited in" to the darkened homes he enters through unlocked doors and windows. "Symbolically, it seems to me he is looking for the family he never had. When you have a door or win­ dow that is closed, it's a barrier, and he wants to be invited in." She also suggested in an interview that the Stalker has become more and more careless during his five- month killing spree, leaving clues indicating th^t he is "asking to be caught." ~ ^ "X "You can't miss an orange ̂ ar," she said. "They're bright and Lhey call attention." X, Brothers agreed with other psy­ chologists who have said the Night Stalker defies the stereotype of most serial killers by attacking at random and using a variety of weapons. Some victims have been * shot, others stabbed or slashed. The Stalker is described by sur­ viving victims and other witnesses as a possibly Hispanic man, proba­ bly in his late 20s, with curly brown hair and stained, gapped teeth. Ironically, the fear sparked by the Stalker appears to have resulted in a large drop in the number of run- of-the-mill burglaries in some ar­ eas. More ex-students defaulting on loans \ r! • l •> - m t '. i' -. v .By United Press International -iAi "HI";.; nvi j ' 3v WASHINGTON -- Education Secretary William Bennett said Thursday the default rate in govern- ment-guaranteed student loans is increasing by a "sharp and alarming" rate and urged congressional action to counter the trend. Bennett said the Education Department project the current default rate, at 11.7 percent and estimate it will rise to 13.6 percent by 1990. He said that antici­ pated rising default costs probably will eliminate the $800 million savings called for in the fiscal year 1986 budget resolution. "The financial implications of such an increase in the default rate are staggering," Bennett. "Ultimately, the costs of a high default rate by current students must be borne by the taxpayers, and by students seeking loans in the future. We want to remind students who borrow from their fellow citi­ zens to financd|th |̂r educations that it is their respoh* sibility to repay tneir debts." Guaranteed student loans are low interest loans made by banks and other private lenders to individ­ ual students and insured by the federal government. Bennett said the department's projection of "a sharp increase in the estimated annual rate of de­ faults" is based on new estimates that more than $1 billion in default claims will be paid by the depart­ ment in 1985. The 11.7 percent projected gross default rate is up by 1 full percentage point over the 1984 rate of 10.7 percent, he said. The annual default costs could balloon to more than $1.8 billion by 1990, with the cumulative total of student loan defaults reaching almost $12 billion in just five years, he added. To reverse the trend, Bennett said Congress should consider several bills.
