The August recess ends officially (Or the House Wednesday, but mem­ bers were not expecting to get into serious business until next week. The Senate returns next Monday, and prompUy confronts the issue of U.S. economic sanctions against the white minority government of South Africa. A vote to halt a filibuster by conservative opponents of the House-passed sanctions bill is sched­ uled on the Senate's first day back. The 99th Congress has yet to com­ plete work on any of the 13 regular appropriations bills needed to keep the federal government in business after the Oct. 1 start of the new fiscal year. Most of the appropriations mea­ sures likely will be passed in the next several weeks, but Congress probably will have to approve the usual stop-gap spending bill to keep funds flowing until then. Such bills traditionally involve intense late- night sessions and^last-minute nego­ tiations with the threat of bringing the federal government to a halt. Tax reform moves to center stage as the House Ways and Means Com­ mittee, which has held weeks of hearings on the issue, begins actual­ ly marking up the bill later this month. Harris United Pren International LOS ANGELES -- Prosecutors Tuesday held their first substantive meeting to determine what charges to file against the man suspected of being the Night Stalker, who terror­ ized California with a string of bru­ tal rapes and murders. A crucial element in their deliber­ ations is the missing pistol used in some of the killings. Prosecutors said if it is not found, some murder charges may not be filed. District attorney spdkesman A1 Albergate said the suspect, Richard Ramirez, will likely be formally charged Wednesday -- a deadline determined by state law. Chief Deputy District Attorney Gil Garcetti said the initial filing will probably not include the 16 slayings and more than 20 rapes and assaults blamed on the Stalker. "We will make our decision based on available evidence at the time we have to charge," he said. "But based on the ongoing process of un­ covering evidence, we expect addi­ tional charges later if the evidence warrants it." Sheriffs Capt. Bob Grimm said investigators would continue gather­ ing evidence, no matter which charges are filed. m Police have rummaged through garbage cans, alleys and backyards looking for the weapon authorities said could "make or break" several of the murder cases pending against Ramirez. Deputy Lynda Edmonds said au­ thorities had stopped looking for the Uny, black, small-caliber pistol that Ts\believed to haVe thrown away during, the chase that led to his arrest Saturaay and were depending on the public to find the weapon. Police urged citizens to leave the weapon untoi ched if they find it so they will not! smudge any finger­ prints. Investigators were also going over a cap/ belonging to Ramirez that was found over the weekend. Ramirez, who has a history of minor drug and thfeftQffense but no convictions for violent^rimes, re­ mained in a high security section of the city's main Jail. ?• jl Police in Lompoc. Calif., said Monday a tip resulted in the first fingerprint that placed Ramirez near the scene of two of the Stalker slayings. A Lompoc family bought some jewelry stolen in a burglary of a San Francisco home invaded by the Night Stalker and fingerprints on the Jewelry matched those of Ramirez. A source close to the Stalker task force in Los Angeles said Ramirez's prints have been found only at the scene of a non-fatal San Francisco burglary and two non-fatal attacks in Los Angeles, in addition to the getaway car used by the Stalker in an assault that left a man critically wounded in Mission Viejo. Authorities in Phoenix, mean­ while, were trying to confirm re­ ports that Ramirez was in their city the two days before his arrest. Los Angeles authorities said they believe he was in Arizona on Thurs­ day and Friday. If true, he could have been unaware that police had identified him as the Stalker suspect and plastered his photograph over the local news media. Ramirez is known to have picked up a newspaper with his picture on the front page early Saturday morn­ ing in a downtown liquor store. He then took off on a four-mile, two- hour Journey that wound up in the Hispanic barrio of East Los Angeles. ' There, angry citizens ran him down and beat him up after he fran­ tically tried to find a car he could steal. When deputies arrived to ar­ rest him, Ramirez, a high school dropout from El Paso, Texas, said, "It's me, it's me, man." Investigators have confirmed that satanic symbols were spray-painted on the walls of some victims' homes, and at one murder site, detectives found a baseball cap bearing the logo of the heavy-metal rock band AC-DC, which a friend of Ramirez told a San Francisco newspaper was a particular favorite of the suspect, 5419 KENOSHA ST.
