Floods, heat and snow News at a glance By United Press International IRA mine injures one BELFAST, Northern Ireland A land mine planted near the Irish border by suspected IRA guerrillas exploded Saturday as a police car passed, officials said. No officers were hurt but a woman in a nearby auto was injured. No one immediately claimed responsibility but police said the outlawed Irish Republican Army -- fighting a bloody campaign to oust the British from Northern Ireland -- was believed to have planted the mine. The attack occurred alongside a road on the outskirts of Warren- point, 50 miles south of Belfast and within 200 yards of the border with the Irish Republic. It was near the site where the IRA killed 18 British soldiers six years ago in a daring attack coinciding with the slaying of Lord Louis Mountbatten. Gorbachev tours country MOSCOW -- Soviet leader Mikhail Gorbachev returned to Moscow on Saturday, ending a four-day tour of oil fields in Siberia ana- farms in Kazakhstan. ' During the tour, Gorbachev attended regional party meetings and / talked to workers, urging them to step up their efforts in fulfilling4 labor plans. It was the fourth trip to Soviet cities since Gorbachev assumed power six months ago. Soviet television showed Gorbachev listening to workers' com­ plaints and exhorting them to increase their efforts to improve the economy. Gorbachev said the Kremlin could only improve their lifestyles if they contributed by expanding production. Sir Howe to visit Nigeria LONDON (UPI) -- British Foreign Secretary Sir Geoffrey Howe will travel to Nigeria on Monday for two days of meetings with leaders of the 2-week-old military regime. He will be the first Western official to call cm the new government. A spokesman for the British Foreign office Saturday said Howe will fly to Lagos on Monday night and stay through Wednesday to discuss "bilateral and world affairs." It is not known if he will meet the new leader, Gen. Ibrahim Babangida, who rose to power in a bloodless coup on Aug. 27, the spokesman said. The East and Midwest sweltered though another day of high temperatures. Michigan Gov. James Blanchaid issued a disaster declaration for Genesee aniK^aginaw counties be­ cause of me storms and said he will ask the federal government for im­ mediate disaster aid and long-term, low-interest loans. Preliminary estimates of damage from Friday's downpowu4n Michi­ gan were pegged at $4.7 million in Genesee and Saginaw counties, with damage to residential and commer­ cial property in Flint alone project­ ed at 12 million. No injuries were reported as the storms dumped as much as a foot of rain in some areas in less than eight hours. Officials estimated ttiat more than 10,000 buildings and hundreds of cars, trucks and city buses in Flint were damaged. "No amount of warning could have prepared us for this," said Flint Mayor James Sharp Jr. Heavy rains were reported again late Saturday in the northern half of lower Michigan, prompting a flash flood warning in Crawford County. A tornado was sighted near Reed City, Mich., but no damage was reported Crawford County Civil Defense Di­ rector Howard Taylor said a few trees were downed by winds east of Grayling, Mich., but no flooding or closed roads had been reported. In Lincoln, Neb., American Red Cross volunteers had their busiest day in 14 years Saturday at Memori­ al Stadium, treating more than 100 fans at the Nebraska-Florida State football game for heat exhaustion. "We've never seen anything like this," said Steve Lewis, spokesman for the Lancaster County chapter of the Red Cross. "Normally we con­ sider 20 cases of heat exhaustion a busy day. Today we treated over 100." Lewis said three of those treated were Red Cross workers? who were overcome "mostly because of carry­ ing people on stretchers up and down steps." The temperature officially was 96 degrees, but was more than 100 de­ grees on the stadium's astroturf playing surface. Humidity also was high. In Des Moines, Iowa, the manager of an ice cream store said he's had to hire extra help to handle the crush of business. City pools were closed so customers were turning to ice cream to beat the heat, Doug Booth said. Dr. Greg Madison, an emergency room physician at, Mercy Medical Center in Des Moines, said he has seen more heat-related ailments in the past week than he had all summer.
