Gullno United Press International WASHINGTON - U.S. personal income inched up 0.3 percent in Au gust but spending soared 1.2 per cent, a combination that squeezed the national savings rate to the low est on record, government econo mists said Thursday. The rise in after-tax income actu ally available to spend amounted to only $10 for every American, bring ing per capita annual income to $11,350. The figures were among the last ingredients necessary for the gov ernment to estimate Friday the cur rent rate of growth for the economy, anxiously awaited by investors and business planners. The savings rate slowed in August to only 2.8 percent of disposable in come, the lowest since monthly sav ings rates were first recorded in 1959. Economists consider the quarterly low for savings to be the third quar ter of 1950 -- 2.6 percent -- when Americans spent wildly to lay in supplies that they believed would be in short supply during the Korean War. Income without adjustment for in flation rose at an annual rate of 4.1 percent in the first half of this year, less than half the improvement last year. July's personal income went up only 0.4 percent. At annual rates the pre-tax per sonal income went up $9.2 billion to $3,199 trillion, according to the Bu reau of Economic Analysis. The income figure was weakened in August by the comparison with July, a month in which large retro active Social Security payments were sent out, based on a recalcula tion of the earnings base. Private wages and salaries saw a healthy gain in August. Factory pay was up at an annual rate of $3.6 billion, compared to a small decline in July. Service industry income gained $4.4 billion. « The 1.2 percent increase in spend ing, designated personal consumpr tion expenditures by the govern ment, followed very weak figures of 0.4 percent in July and 0.2 percent in June. In an newspaper interview, Social Democrat leader Hans- JrefteiTVogel described as "alarming" the latest defections to East Germany -- a secretary in Kohl's office and her husband. The couple went on vaca tion Aug. 12 and sent letters Tuesday through an East Berlin lawyer say ing they had quit their Jobs in Bonn. Security sourcelpaid it was as sumed they defected. The two were the fifth and sixth suspected West German spies to de fect to the East in the last seven weeks. The scandal peaked Aug. 19 With the defection of counterintelli gence chief Hans-Joachim Tiedge.
