Brennan set noon Friday as the deadline for receiving the legal responses and the stay will remain in effect until he acts on the responses. His brief order, issued in Washington, gave no indication when he would act on the request. The last-ditch appeal was filed by TMI Alert Inc., which requested the continuance so it can ask the court for a full hearing on the issue. The 3rd U.S. Circuit Court of Appeals last week lifted a stay that had prohibited restart of the undamaged reactor. It ruled the reactor could begin producing power Wednesday unless the Supreme Court interceded TMI Alert, in asking the court to halt the restart, charged the Nuclear Regulatory Commission, which approved restart in an order last May, did not follow established procedure in authorizing the restart, and claimed the restart would cause "irreparable harm." The group charged GPU Nuclear Corp., the operator of TMI, "once endangered an entire community by permitting the worst commer cial nuclear power accident in this nation's history to occur" on March 28,1979. "(TMI Alert's) members believe that the licensee cannot be trusted to operate a nuclear reactor in a safe manner," it said. Gov. Dick Thornburgh, another TMI opponent, has not decided whether he will also file an appeal to the Supreme Court, said Roland Page, a spokesman for the governor. TMI Alert is planning a non-violent demonstration Wednesday afternoon at the main gate of the power plant in nearby Middletown, said Kay Pickering of TMI Alert, adding some protesters planned to be arrested. Team removes plane crash victims ̂ By Page Boinest United Press International WEYERS CAVE, Va. - Litter teams scaled 2,500 feet up the side of rugged Hall Mountain to the "grue some" site of a commuter airliner crash Tuesday and began removing the bodies of the 14 victims for identification., David Wharton of the Virginia De partment of Emergency Services was among the first of 25 rescuers to reach the wreckage of the twin-en- gine plane, scattered 400 yards over the rocky terrain, after a three-hour climb. "It was a pretty gruesome sight," he said "It looked like a dump on the side of the mountain." Civil Air Patrol officials said they nr suspect a critical navigation equip ment failure doomed Henson Air lines Flight 1517 Monday en route to Shenandoah Valley Airport near Harrisonburg from Baltimore. Twelve passengers and the crew of two were killed as the Beechcraft 99 disintegrated on impact about 200 feet below the peak of the 2,700-foot mountain in the George Washington National Forest. The bodies of 12 victims were burned beyond recognition and were to be taken to the University of Virginia Medical Center for identifi cation by dental records, said State Trooper Gary Dudley. The other two victims apparently. could be identified. But Wharton said rescuers would attempt to identify as many victims as possible on the mountain from personal effects scattered about the crash site. Four-person litter teams scaled through the fog to reach the crash site. About 50 people were on the mountain and prepared to carry down the remains for airlift' to the hospital. "They're not in any rush to get back at this point," said Dudley. t Four rescuers were assigned to each litter. "This work is a lot to ask of peo ple," said one of the rescuers, Cady Soukup, before going up the mountain. NO STRAIN IN OWNING THIS HOME! "In-Town" 2 bedroom ranch with a full base ment. Call Collect S15-943-7466 HARVARD, IL OUR 46th YEAR Explosion near mall kills four By Jane Taylor United Press International DAVIE, Fla. -- A propane gas explosion shattered a muffler shop near a shopping center Tuesday, killing four people and injuring eight others in a blast that left only a tattered American flag fluttering atop a 40-foot pole. "It was like a great big bomb went off. I thought the world was corning to an end," said Russell Vining, driving a truck to workon ^r^iycrsl- ty ? Avenue in front«%&Tffee -Midfts Muffler Shop. "It blow my truck up on the side. I was right in the middle o f i t . T h e r e w a s d e b r i s everywhere." Vining said he and another by stander rushed to the rubble to see if they could help. "We found one guy dead and one guy breathing," he said. Fire Chief Michael Donati said all four fatalities were men. Rescue teams searched the rubble for other possible victims, but offi cials said they did not expect to find any more bodies. "It sounded like a bomb. We knew it was an explosion as soon as we heard it," said a cashier named Sa rah in the Publix Supermarket aross the street. "The noise lasted about five seconds and then windows blew out and a lot of ceiling fell in." "I was just sitting inside and the next thing I knew I was lying on the floor," said Larry Parzinot, an at tendant at a nearby Amoco service station. "I have never experienced anything like it in my life. It was so powerful and loud." The explosion occurred at 7:37 a.m. EDT, before most of the em ployees had reported for work at businesses in the Davie Shopping Center across the street. "We were very fortunate simply because if it just had occurred a little later a lot of the other business es would have opened and the casu alties would have been much high er," said Police Lt. Tim Hill. Hill said officers have not been able to locate several employees of the muffler shop, although they found one employee who had just arrived when the blast occurred. ; Four of the injured were in critical condition at Hollywood Memorial Hospital, police said. Hill said a propane gas leak ap parently caused the explosion since a gas leak was reported at the shop Monday. He said he did not know what action was taken on the report. "The gas leak has been tapped, but there appears to be still a lot of fumes in the air," he said. "Conse quently, we're unable to get in there and begin our investigation." Donati said a 250-gallon propane gas leak behind the muffler shop caused the blast. He said the pro pane was used for torches to cut metal for mufflers. "The gas leaked into the building and built up inside," he said. "We don't know what caused the ignition. Somebody could have turned on a light switch, lit a cigarette or start ed up a car inside. We just don't know at this point." Hill said the injured a man who suffered a heart attack and one man pulled from a vehicle he was driving down University Avenue when the explosion occurred. "It's a very lucky thing, for Uni versity Avenue this time of morning is very busy," said Steve Simon.
