IMS Nation Trade sanctions bill 1 step closer to law By Mary Beth Franklin United Press International WASHINGTON -- Over the opposition of the White House, the House Ways and Means Committee Thursday approved a key trade sanctions bill that would limit textile imports. In a effort to save a crippled American industry, the panel approved the bill, sponsored by Rep. Ed Jenkins, D-Ga., by voice vote after narrowly defeating an attempt to amend it. "This industry is on the verge of going under if something is not done," Jenkins said in defense of the bill that was opposed by the committee's leadership and the administration. "It is simply unfair that this country takes sole burden of absorbing the excess (of textile imports) of the world. It has to be shared." Jenkins said the administration, which ignored his legislation for eight months, has finally taken notice, agreeing to meet with him three times this week. "We can't have the attention of both houses (of Congress) or whatever administration until we crawl bloody to the front door and I'm now out in the front yard ready to come up the steps." Chairman Dan Rostenkowski, D-Ill, and subcommittee Chairman Sam Gibbons, D-Fla., both said they opposed the protective measure, but agreed to let it go forward because of its enormous support The bill has more than 290 House sponsors. Rostenkowski, fearful of a flood of riders to help other beleaguered industries like shoes and steel, successfully managed to keep it free of amendments. Several members questioned that rationale, with Rep. Henson Moore, R-La., complaining it was "unworthy of the committee" to reject efforts to improve the bill. "I think bad economics is not good politics," Moore added. Rep. Richard Gephardt, D-Mo., tried to amend the bill with a provision that would honor quotas agreed to under the existing bilateral agreements. Where none exists, the more stringent quotas in the bill would take effect. The amendment, Gephardt argued, "sends the clearest kind of message I can think to the administration and to our trading partners that we want textiles handled by agreement" not legislation. Gephardt, in a debate Wednesday with Rep. Jack Kemp, R-N.Y., sponsored by the National Association of Manufacturers, said his bill -- co-sponsored by Sen. Lloyd Bentsen, D-Texas, and Rep. Dan Rostenkowski, D-Ill. -- "is not intended to put barriers on American market but to get rid of barriers in other countries." The legislation would be a weapon brought out only when needed, he said. "That's what our bill is -- a stick in the closet," he said, noting the measure would give America's trading partners time to open their markets to U.S. imports or face the consequences of punitive tariffs. Municipal Court Judge James Nel­ son held writer Chris Van Ness in contempt of court for withholding the tape and refusing to answer questions, but delayed ordering him to jail until Oct. 7 to give him time to appeal the ruling. If convicted, he could be sen­ tenced to 110 years in prison. Hooker was accused of abducting the woman as she was hitchhiking in Tehama County in 1977 and holding her as his sex slave for seven years. The victim was 20 years old at the time. The defendant's wife, Janice, who participated in the abduction, will testify for the prosecution under a grant of immunity. Defense lawyer Rolland Papen- dick said in its opening statement that Hooker admitted to the kidnap­ ping but only because the statute of limitations had run out on the crime. He added he would show that the victim fell in love with Hooker and stayed with him of her own free will. The prosecutor said that in March 1981 the victim was told she would be taken to Riverside County to visit her family. But first, McGuire said, the women was required to take "an obedience test."
