This great movement is to culminate in a na- tien-wide celebration of the birth- day of the constitution on September 17, to be known as "Constitution Day." Celebrations will be held in every city, town and hamlet in the country. Each state has a director in charge of the campaign. For Itlineis the chairman is Andrew Rothwell Sher- iff, the Chicago lawyer, with Govern- 'or Frank O. Lowden as honorary chairman. In emphasizing the im- ortance of #his campaign chairman Bherift pointed to the riots and gen- eral spirit of disorder now prevail- ing in Chicago. "The present conditions of disorder in Chicago are much more than ~casual; much too serious to be borne in the ordinary course of community affairs. No national excuse can be found for race conflicts under the just and equitable principles of our -government, conceived for the pro- tection of each individual and the welfare of all. "No sentiment of community re- sponsibility can be found in a street car strike which refuses an increase of more than &fty per cent in wages and stops the circulatimg system of the city because of demand for an immediate increase of about eighty "If the participants in these breach- es of civic order know that by their membership in the community they are under fair obligations to their fellow citizens which are clearly de- ned in our const®ution and laws; if they had learned these sound princip- les of common intercourse in their | childhood, and developed respect for | them with years, such occurrences as these in our midst today would be reduced to the minimum. "It is to bring about these better | conditions of popular under standing | of respect and mutual security that the patriotic societies of the country are setting out in this campaign of | enlightenment leading up to the cele- | bration of 'Constitution Day.' This, | we hope, will arouse renewed interest | in our essent#al, principles of govern- ment and more general observance of them as a permanent and growing | sentiment in alt our people for the) future." Ranck, of the Lib- erty Loan Speakers' Bureau, has been appointed Director of arrange- ments and H. M. Byllesby, treasurer. The campaign headquaters is at 105 West Monroe street, Chicago.
