"The needs of each city are its own. It must have a zoning plan suited to its own conditions. You in Chicago must build up from the ground for yourselves." Throughout his address, Mr. Bas- | sett insisted that he was speaking 'from his knowledge of zoning only jas zoning "had been applied in New { York. "First, he said, "there was appoint- ed a committee on the heights of buildings. Its only power was to re- port its findings on the heights of buildings. Next there was appointed under the charter, a committee from the board of estimates, made up of sixteen members, of whom only two were city officials. Its powers were to frame ordinances and maps and present them to the board of estimates. "In New York, we believed in zon- ing on the comprehensive plan. There are too many dangers if the thing is done piece by piece. In Cali- fornia, where the cities did it in the | piecemeal plan, they got nowhere, | and had to back up and start all over | again." Inevitable delay and postponement, and defeat of the zoning plan in the courts were declared by Mr. Bassett to be the great objections to tryin to put a zoning law into operatioi by jany other than the om prehensive entire city at once. | Piecemeal Zoning Dangerous !
