10 WINNETKA WEEKLY TALK, SATURDAY, SEPTEMBER 23, 1922 Pr -- NEW TRAINING CHIEF FOR VETERANS' BUREAU The administrative offices of this District of the United States Veterans' Bureau announces the appointment of Mr. C. E. Hostetler as Chief, Re- habilitation Division, 8th District, re- placing Mr. Charles W. Sylvester, re- signed. Disabled ex-service men in training under the Bureau in this District are exceedingly regretful of the loss of Mr. Sylvester. When the Government opened the first office of the old Fed- eral Board for Vocational Education at Chicago, Illinois, in October 1918, Mr. Sylvester was appointed District Vo- cational Officer in charge of all work pertaining to the re-training of our disabled soldiers. Previous to this, he had been acting as Special Agent at Washington in organizing of Dis- trict No. 1. Before coming to the Fed- eral Board, Mr. Sylvester had held many important positions in the edu- cational world, He was Director of Vocational Education at Hammond, Indiana, for two years; Director of Industrial Education at Springfield, Illinois, for two years; and Supervi- sor of Industrial Training Courses at Indianapolis, Indiana, for one year. This work enabled Mr. Sylvester not only to enter intelligently upon the problem of re-training disabled sol- diers, but to carry forward that work with the utmost speed and efficiency. From an office consisting of ten people, this District grew to have a personnel numbering over seven hundred people. KANSHS CTY CUTS DOWN ON ACCIOENTS Fewer Fatalities Despite Population Increase Kansas City, Mo.--Although Kan- sas City's population has increased perceptibly during the past year, ac- cidents have shown a decrease. Figures issued by the Safety Coun- cil of the city show a total of 113 accidents for the eight months ending August 31, 1922, whereas 112 acci- dents were recorded for a similar period in 1921. And, motor traflic here has incerased 20 per cent in the last year. Vehicuar accidents have been scarc- er the last eight months, there being fifty-one as against fifty-four for a corresponding period last year. How- ever, there were eleven collisions in August this year and only three in August, 1921. The total regis- tration in this school should run up to 200, the director thinks, and plans are being laid for an intensive year. Director Dennis also announces the establishment of a year's graduate work principally in argumentation and persuasion whereby the student may acquire the degree of master ot arts. The School of Speech at Northwest- ern already has a four-year course, two years of which are taken in the College of Liberal Arts, which leads to a bachelor's degree but the work for master of arts is new. Northwest- ern University School of Speech is one of two university schools of this description existing in the United States. The other is at Syracuse, New York. Other schools given over to the teaching of dramatic speech, acting for the stage and so-called "oratory," which now seems to be a bit passe, are private schools not un- der university supervision, through the "lean summer months." Scarecly an issue has missed his in- eresting, albeit laconic postcard items. He'll have a real big story upon his return that will appear in an early issue of this paper. Tired of Being Tired?
