During that time local officials will make an effort to prosecute a definite Fire Prevention program in the schools and among civic organiza- tions. Accompanying is the formal Fire Prevention Proclamation issued by Gov- ernor Small. To the People of Illinois, Greeting: Illinois has increased its material resources at a wonderful rate. We are a progressive State. Our road building program, which is giving us the finest system of paved highways in the country, is a tribute to our in- itative. Our progress in other lines has been apace. It is fully as important to conserve resources at it is to create them. Yet we permit more than $20,000,000 of property to be destroyed by fire each I say we permit it, because fully three-fourths of all fires are caused by acts of negligence or carlessness, and are strictly pre- ventable. If unabated, our fire losses will cost us $100,000,000 in the next five years, enough to pay for the proposed new bond issue roads. Fire leaves a trail of ruin and deso- lation in hame, factory, store and every other kind of property. It kills and maims hundreds. Now, therefore, I. Len Small, Gov- ernor of Illinois, do hereby appoint and proclaim the week from October 5 to October 11, 1924, to be observed in the State of Illinois as Fire Pre- vention Week. Let us not have merely a perfunc- tory observance of Fire Prevention Week. Let each citizen rid his prem- ises of fire hazards and keep them free from such hazards thenceforth. Heating equipment including chim- neys, should be made safe. Electric wiring should be examined and de- fects corrected. Rubbish should be thoroughly cleaned up and safely dis- posed of. Carefulness should be ex- ercised with all things which may cause fire. Especially should schools, churches, theaters, public halls, hospitals, hotels and the like be made as safe as pos- sible, with adequate exit facilities. Fire drills should be practised in all schools. Thursday, October 9, is designated as Fire Prevention Day because it is the anniversary of the Chicago fire. It would be appropriate, where pos- sible, to have practical talks and pro- grams on that day in the public schools and before Chambers of Com- merce and Civic organizations. Local officials should do all possible to reduce fire losses in their com- munities. Cooperation of press and pulpit is earnestly invited to the same end.
