"The Centennial would fail in its purpose and would not receive the whole hearted support of citizens of all ages and vocations if it were to contribute chiefly to the advantage of any group of persons, of if the respon- sibility for its development were not assued by as large a part of the cit- izens of Chicago and the Metropolitan district as could be enlisted and main- tained in the organization. Any at- tempt to exploit this movement for the personal advantage of individuals or organizations should be prevented. Want Permanent Results "It is the object of this plan to pro- duce permanent results on a vast scale and not to create an artificial stimulus over the period of a decade, reaching a climax in the Centennial Exhibition followed by a corresponding depressive reaction. Whatever enthusiasm, imag- ination, energy or money is invested in this movement should be directed irto channels of increasing benefit with the progress of time. "To recapitulate, the Chicago Cen- tennial Commission will accomplish the following principal achievements: "1. It will stimulate to an earlier completion all projects both public ang private which in any way depend upol public interest and support. "2. Tt will tend to unify the diver- sified personal and community interests of Chicago and will develop a real civic spirit. "3 It will produce vast numbers of new leaders equipped with better knowledge of the city's needs and a right attitude toward its problems. "4. Tt will give every willing, inter- ested citizen a part and a correspond- ing pride in the achievements. "5. It will coordinate the factors that make Chicago a World «Capitol of Transportation, of Agriculture, of Commerce, of Manufacturing, of the Social Sciences and the Fine Arts. "6. The challenge of world attention will increase the sense of responsibility among Chicago citizens. "In submitting these suggestions to vou I have included only bare outlines man who thinks about it will have many improvements on the original. [ believe that under your practical and constructive leadership this plan can be put into operation and can be of the greatest benefit to the city of Chicago."
