April 10, 1926 WINNETKA TALK COUNTY CANDIDATES REPLY TO QUESTIONS Candidates for Sheriff, County Judge and County Clerk An- swer Questionnaire At the request of the Winnetka League of Women Voters many of the candidates for office at the coming primaries have written their views on various important governmental ques- tion so that these things can be put before the voting public in Winnetka. Copies of the complete letters of all candidates replying to the league's questionaire may be obtained at Com- munity House on Monday, April 12. Important excerpts from all the let- ters which came from candidates for sheriff, judge, and clerk are printed here. Others were printed in last week's issue of Winnetka Talk. CANDIDATES FOR SHERIFF Patrick J. Carr Democrat--Real estate. Present county treasurer. Grammer school and De La Salle Institute. Platform: "I believe that the office of sheriff of Cook County presents great possibili- ties for public service in that it affords an opporunity of originating and main- taining a vigorous campaign to make the highways of the County safe for every man, woman, and child, and as a means to that end I advocate the establishment of an efficient motorized patrol of the highways. The comple- tion of the new county jail will also permit of the execution of some of my ideas of handling prisoners await- ing trial with humaneness but without maudlin sympathy. The enlarged quarters will prevent the present over- crowding and enable the jailer proper- ly to separate the less serious from the more heinous offenders and thus pre- vent the jail itself from becoming a breeding place of crime. I am also of the determined opinion that if prisoners held for trial are given some definite occupatign or schooling, or both, they are less of a menace to the administration of the jail." "I fa- vor the appointment of employes by a civil service examination for fitness." "In addition to the prosecution in the courts of those keepers of road- houses which violate the law, T will advocate an increase in the number of patrolmen under the direction of the Sheriff, and through them will maintain a vigilant inspection of road- houses for the purpose of reporting violations to the Board of County Commissioners and asking for the Ie: vocation of the licenses of such vio- lators." "I believe that both the ori- mary election law and the convention method of choosing candidates have their defects, although TI have the ut- most confidence in the judgment of the people T believe that when the delegates to nominating conventions oroverly represent the principles of their party and their constituency, a better type of candidate is nominated bv the method than by the present primary law." I will observe the laws my- self and will see that all subordinates of the Sheriff do the same, and that the laws are faithfully executed with- out fear or favor." "It will by my first official act to tender the appointment of attorney for the Sheriff to Honor- able John J. Healy, former State's At- torney of Cook county. Secondly, I will invite the Association of Com- merce, the Crime Commission, the Better Government association, the Bar association, several of the prom- inent women's organizations, the | judges of the Criminal Court, and the | Board of County Commissioners each | to name one of their number who | shall serve as a board to select the | best fitted man in Cook county for the office of Jailer, and the man so select- | ed will be appointed."
