July 31, 1926 WINNETKA TALK W. W. DEBERARD JOINS REGIONAL PLAN STAFF Wilmette Village Trustee and Engineering Expert Accepts Post as Chief Engineer Village Trustee W. W. DeBerard of Wilmette will become chief en- gineer of the Chicago Regional Plan- ning association on August 1. He has been granted a leave of absence from his post as western editor of Engin- eering News-Record. The Regional Planning association is a corporation not for profit which has enlisted the support of the county boards, the Chicago Commonwealth club, University of Chicago, North- western university, Union League club, the City club, many cities and villages, Chambers of Commerce, and firms and individuals. D. H. Burnham is president; B. F. Affleck, treasurer: and Robert Kingery, of Winnetka, secretary. Commuter's Area The area covered is that territory within commuting distance of Chicago, roughly a 50-mile radius covering more than 7,000 square miles of land in three states and fifteen counties, and includ- ing 250 cities and villages, seventy park boards, forty plan commissions, eight sanitary districts, and a large number of drainage districts. Co-ordination of the construction ac- tivities of the many authorities now planning and carrying out public and private works projects is the principal purpose of the association, so that orderly and connected systems of highways, sewers, parks and other public and private works may be de- veloped. This is being accomplished through joint agreement of these au- thorities in committees on each of the twelve major subjects being studied. Such general drawings are being made as will aid officials in scheduling their programs. Progress and special re- ports are issued as needed for public education. Ultimately these reports may be assembled into a master volume covering the entire regional project. Has Broad Experience Mr. DeBerard has been connected with the Engineerinc News-Record and its predecessor, Engineering Rec- ord, since 1910, all of that time in charge of the Chicago editorial effice. He was graduated from Massachusetts Institute of Technology in 1901 and from that time until 1910 was engaged in engineering work, mainly in water and sewerage plants in Philadelphia and Harrisburg, Pa., Columbus, Ohio, Oakland, Cal, and Denver, Col. and the Metropolitan Sewerage Commis- sion of New York. He was also for a time in the U. S. Reclamation service. Mr. DeBerard was a member in 1924- 25 of the engineering board of review of the Sanitary District of Chicago. His headquarters with the Regional Planning association will be 'in the Burnham building, Chicago. Public men on the north shore in close touch with the development of the Chicago metropolitan district are of the opinion, it is said, that Mr. DeBerard will be in a position to help for aard through traffic roads in this section and other projects of particular interest to the people of Wilmette and surrounding towns. GIVES "AUTOBIOGRAPHY" Rabbi Harvey IE. Wessel of the North Shore Congregation was the speaker at the Winnetka Rotary club luncheon Friday of this week.
