Mr. Noe cites some objections to the plan of the Park district. THAT PROPOSED PARK Winnetka Park District: Winnetka, Illinois. Attention: Mr. president. Gentlemen : I own lot 27, block 21, Chicago North Shore Land company, sub-di- vision 1432 Asbury avenue, Winnetka, Illinois, and several months ago I re- ceived a bill in the amount of $430, covering my assessment for the pro- posed new park at the west end of Tower road, Asbury avenue, and other streets. I have been giving this matter some consideration ever since receiving this bill and IT am writing you at this time to express my opinion regarding this improvement. I have heard considerable comment on this subject on both sides and much to mv regret, I am unable to satisfy myself that the property in question should be acquired for park purposes for the following reasons: James A. To begin with there is the ques- tion of drainage which is not alto- gether a local problem even though during the abnormal wet seasons it affects certain property within the corporate limits of the Village, and in order to relieve this condition, it seems logical to me that some financial aid should be rendered by the county to overcome the difficulty and the fact that the land proposed to be acquired now lies outside the corporate limits of the Villiage of Winnetka would, as I see it, be of sufficient reason to sub- stantiate the request for financial aid from the countv. In the event, how- ever, that the Winnetka Park district should acquire this land, it would then be within the jurisdiction of the Win- netka Park district and the question of adequate drainage would then rest solely upon the Park district and the expense incurred to provide the neces- sarv drainage svstem, would neces- sarilv have to be borne by the tax- pavers of the Village of Winnetka, which, in my judgment, is unfair. 2. On the other hand, the Winnetka Park district now owns in comparison with other municipalities a very large park svstem, which in my judgment, is not utilized to the fullest extent. And to add an additional one hundred acres of park land in this section that is us- ually under water during the spring season, would necessarily add a main- tenance cost that would naturally re- flect itself in the Park district taxes. As T understand it, is is proposed to build bridle paths. tennis courts, and to install a certain amount of plav- ground apparatus but T cannot see the wisdom of this expenditure in view of the fact that there is a possibility of these tennis courts and bridle paths, etc., being wiped out each soring bv floods. Because of this fact I believe that it would be of more importance to solve the question of draining this area before proceeding with the con- demnation proceedings and acquiring land and placing an additional burden on the Winnetka tax-pavers. 3. T do not recall at this time what the total cost of the improvement is, hut it is in the neighborhood of $200.- 000 and T am not satisfied that the land can be acauired for this consideration. And the big objection that T have to the improvement is the fact that there is nothing to prevent the Winnetka Park district from spreading a supnle- mentary assessment in the event that they get the approval of the courts to 3 3 at
