ow July 7, 1928 WINNETKA "TALK 43 Our Boy Scouts Many Scout leaders have suggested the carrying of the Inter-Troop effi- ciency plan one step further--to in- clude the recognition of all troops who measure up to a certain high stand- ard. The North Shore council has accordingly announced a monthly troop rating plan with the following pur- poses in view--1. Standards of achieve- ment. 2. To stimulate practice funda- mentals of the scout program. 3. To promote the greater production of "Net results." The plan will help the troop, its leaders, and its parent institution to know where it is strong and where it is weak. Only 5 factors enter into the rating plan, expressed in terms of percentage, making a total of 100%. The factors are as follows--1. Attendance, 24 points; 2. Advancement, 30 points; 3. Outdor activity, 20 points; 4. Growth, 20 points; 5. Troop committee meet- ings, 6 points. A troop is "lapsed" the first day of the month following the expiration of its charter. All privileges of member- ship expire with the troop charter. This includes rights to wear the uni- form and insignia, appearance at the court of honor, participation in all official scout affairs. Therefore only chartered troops will be rated. No rat- ing will be given troops whose char- ters have lapsed. Rating will be on a monthly basis, the first of each cal- endar month marking the beginning of a new period. To be known as an honor troop, a troop must rate 90% or better. The leather shield will be awarded as usual to the high point troop and to each troop obtaining the standard of 90% or better a ribbon streamer will be presented. These awards will be pre- sented by each deputy scout commis- sioner to the troops that he serves. The latest earned streamer may be carried from the pike of the troop flag standard. A special award will also be presented at the close of the cal- endar year, to those troops who win 9 or more honor ribbons. Camp North Shore, located in the Forest Preserve just west of Glencoe, is a short term camp, where Scout- masters may take their troops, where patrol leaders may take their patrols, and where individual scouts may go for periods of one day or of several weeks. Many visitors have remarked that the boys are "good housekeepers." The Scout leaders of the North Shore council make up the staff of the camp, assisted by W. Ted Grant, field executive, who is spending the entire summer at Camp North Shore. F. J. Ryan, Scoutmaster of Troop 10, Wilmette, spent last Wednesday after- noon and night at the camp and, among other things, told the boys some fine camp fire stories. Many opportunities are provided for boys to pass tests and advance in rank, particularly are there opportunities in camping, pathfinding, pioneering, car- pentry, signalling, cooking and similar badges.
