This document is a treasure. It refers to a 'Colonel Willcocks' commandeering horses and a wagon at the time of General Vincent's retreat from Fort George - which haved on the 27th and 28th of May 1813. The date of the claim is June 10, 1813, fully a month before Willcocks is known to have been taken - with his Canadian Volunteers - into the US Army.

In my opinion it says that Willcocks was involved with the US Army as early as several days after the Battle of Stoney Creek (June 6) - and quite likely before. It implies that Willcocks was given a rank of (probably Lieutenant) colonel well before he asked Dearborn for support for his Canadian Volunteers.
