While the minister said no one celebrated Czechoslovakia‘s split, he said it did go a long way to eliminating the uncertainty people, particularâ€" ly investors, felt prior to it. "The message is if you want to expand trade and investment, you‘ve got to get in on the bottom step in these emerging new democracies," said Jelinek, adding, "If a business is there on the bottom step, it‘s going to do a lot better than if it comes there after the fact." The minister noted that investment returns aren‘t necessarily long term, but are short or medium term. Jelinek said opportunities exist in a diversified number of fields, in everything from hotel operations and fast food outlets to development, power corporations, engines, pulp and paper and high technology. _ Jelinek had met Havel before, on a visit to Canada in 1990 and again in 1991.
