Even so, he said the insurance industry had been willing to improve it without the "radical changes" just introâ€" duced. "It‘s felt that the public is going to be asked to pay more for more coverage â€" but in fact the public hasn‘t asked for these covâ€" erages," said Spriggs. Spriggs said that while the curâ€" rent noâ€"fault system is not perfect; he believes the public was "wellâ€" served" by it. Claims were paid promptly and there were no long waits for litigation. "We can‘t arbitrarily increase rates," said Spriggs. "Companies have to justify what they‘re asking for." Spriggs said the 5% sales tax on premiums introduced this month is a direct tax on the conâ€" sumer that had nothing to do with the insurance industry. Expanded coverage will add to this as will increases the industry has applied for from the government. (Rates have been frozen since 1990.) According to Roy Spriggs of Spriggs Insurance, this week‘s NDP legislation is only partly responsible for increases that he conservatively estimates will jump by about 9%. The Bill‘s proâ€" visions detailing expanded coverâ€" age, however, will contribute a large portion of the jump. "The industry as such is not happy with Bill 164 going in," said Spriggs. "It will have an impact on rates because of the coverage added to insurance poliâ€" cies. You can‘t get something for nothing."
