After Mulkewich‘s opposition and confusion for Oakville counâ€" cilor Kevin Flynn, the committee approved only $50,000 for the proâ€" ject‘s first assessment phase. It‘s in the midst of a strategic planning process (approved last December) that includes restructurâ€" ing. The proposed $250,000 Organizational Design Project is part of those plans. "We should be looking at how this level of government can be restructured. If we hire consultants, they should not be hired in the assessment phase," said Mulkewich. Chief administrative officer John Burke brought the project‘s $250,000 price tag for approval â€" with funding to come from any 1994 operating budget surplus. Mulkewich said the request amounted to an "overexpenditure" and asked it be merely noted and filed, effectively derailing the iniâ€" tiative. He challenged â€" but lost â€" a ruling by committee chair Liz Behrens keeping the item up for debate. "I would like to see this received and filed, and we can get on with restructuring," said Mulkewich, adding that approving the $250,000 wasn‘t fiscally responsible. Flynn asked why he was to vote on an item that he, according the chair‘s ruling, couldn‘t turn away. "This has been the most bizarre afternoon in my life. To say I can‘t say no to this makes me suspicious that I should say no. It makes me suspect something is up," he said. "I‘m totally confused, suspicious, and anxious to go home." Flynn was concerned about the "top heavy" nature of the project team of senior staff. Burke said the project‘s purpose is to ensure the region‘s organizaâ€" tion is effective and efficient. The 1981 $100,000 Hickling Johnson report was the last regional organiâ€" zational review and was "essentialâ€" ly the guidepost for the last 13 years." Some outlined project objecâ€" tives caused concern. Among them are identifying valueless activities, redundant proâ€" cesses and functions in light of technological change; unclear accountabilities, and gaps, and overlaps in responsibilities. Milton Mayor Gord Krantz â€" a longâ€"time regional councilor â€" said, "when it (Hickling Johnson) was implemented, heads rolled, major heads. When you start idenâ€" tifying unclear accountabilities and gaps and overlaps of roles, heads will roll. "I‘m not even going to ask what some of the ‘valueless activities‘ may be within the region," added Krantz. Burke said the major redesign can be done in stages. The first ($50,000) will identify problems or "hot spots" as he called them. The second state ($150.000) will look at solutions; the third ($50,000) will implement solutions. Each phase would go to council for deciâ€" sion making. He said consultants would ensure staff didn‘t engage in "proâ€" tective" reviews. "Council should set the goals in the next two to three years and direct staff, and give the consultant help needed to, change the system accordingly," said a critical Mulkewich. The project will be done in tanâ€" dem with numerous others within the strategic planning process, including potentially altering serâ€" vice delivery methods and realignâ€" ing regional and local municipal responsibilities. "Together, these activities will likely result in a need for some organizational change," reported Burke.
