Ward 2 local candidate Ron Planche, who is reâ€"entering the political arena after an absence of 14 years, also took aim at the Town of Oakville by painting it as an inefficient organization where secretaries pick up voice mail, thus failâ€" ing to use a service that is supposed to free them for more productive tasks. Although the town grew by 25% over the past six years, Planche claimed salaries and benefits at town hall had increased 70%. At the same time serâ€" vices to residents â€" weed control and street cleanâ€"ups â€" had substantially declined. "We need to elect councillors who will critically examine the facts, cut through the bafflegab and know how to get things done," he said. One form of allocation he favors is the combination of fire and ambulance services to reduce response time in emergencies. But Ward 2 Councillor Kathy Graham, who is trying to jump from the local to regional level of government, warned this could have dire conseâ€" quences becuase the province would gladly dump its share of the ambulance service costs in Oakville‘s lap. Besides seeking equal representation with Burlington on regional council, Graham said she wants to help streamâ€" line and restructure regional council. She stands firmly against regional market value assessment as does her opponent, John Hogg. As president of the Oakville Chamber of Commerce when the region chose to institute the new assessment policy beginning in January, 1993, Hogg said he and other lobby groups managed to defer its Oakville Beaver Weekend, Sunday, November 6, 1994 â€" 4 NOTTINGHILL PLACE Cl'llROPlKACT IC CLINIC FREE SEMINAR: . "I want to stop market value assessment forever," he stated. Like Planche, he, too, targeted town hall deficiencies, noting that "there is one manager for every four employees." He wants to "flatten the pyramid" implementation to January, 1996. This, © Mayor denies regional chair ambitions through attrition, introduce competition analysis for all services the town proâ€" vides and investigate better and cheaper methods of delivering services â€" even through the public sector, if necessary. Graham countered that service comâ€" petition is already in place at town hall. An inquiring audience wanted to know how services could be maintained with no increases in taxes next year. To this, Graham replied that, although the zero tax base was achieved last year by good financial management, she could hold out no promises it would be repeatâ€" ed in 1995. Despite jobâ€"cutting, sector coordination and the impact of the social contract, she said services were mainâ€" tained to the satisfaction of at least seven out of 10 polled Oakville residents. Two other hopefuls for the local Ward 2 seat, Linda Hardacre and Theresa Rodrigues, said they wanted residents to express their concerns to them. While Hardacre said one of the main issues was increased taxes, Rodrigues thought residents were realisâ€" tic enough to realize zeroâ€"increase taxaâ€" tion was improbable, although they wanted to keep taxes "as low as possiâ€" ble." Both women said they would bring their budgetary and financial expertise to town hall which, they said, should be run "like a business."
