Under the Coroners Act, an inquest must be held in the death of anyone who dies while in custody. The inquest ran from Dec. 5 to 12 in Georgetown. The jurors found that Mikael Anthony Bozic, 23, died of complications of anorexia nervosa July 15, 2005 at Oakville-Trafalgar Memorial Hospital (OTMH) after being transferred from Milton District Hospital. The jury recommended that the Ministry of Community Safety and Correctional Services consult with an expert on eating disorders to develop a policy for inmates suspected of having eating disorders. "There is no evidence that a formal procedure for treating eating disorders was in place and the consultation of an expert may assist in a similar situation," reads the jury recommendations released by the office of the chief coroner. They also recommended that highlights of inmates' medical records be easily accessible by medical personnel in any healthcare facilities where patients may be sent. This, the jurors' report reads, will help "facilitate efficient treatment of patient (sic) and avoid duplication of assessment." The inquest was presided over by coroner Dr. John Ewen. Motorists still drinking and driving Impaired driving charges were down sharply, but 12-hour suspensions jumped during last month's Halton R.I.D.E. (Reduce Impaired Driving Everywhere) program. Halton Regional Police issued one impaired driving charge and one charge of refusing a breathalyser test from December's R.I.D.E. spot checks. That's down considerably from the 2005 program, when police issued seven impaired driving charges.(Impaired driving charges were also laid against Halton drivers last month by uniformed officers involved in other enforcement initiatives). One concern however, is that 12-hour licence suspensions increased to 54 during the 2006 holiday season R.I.D.E. program. Only 34 were issued during the previous year's program. The motorists had their licences suspended because roadside screening revealed they had more than 50 milligrams of alcohol in their blood system, resulting in a 'Warn' on the measuring device. A Regional Traffic Bureau official said the message still has to get out that motorists should not drink and drive. "Some people may not be over the legal limit," said Acting-Sgt. Nick McConnell. "But just because they're not over the legal limit, that doesn't mean their abilities are not impaired. There reactions will not be as sharp as they could be." Police stopped 27,359 drivers across the region during the 2006 program, down from the previous December's total of 35,002. McConnell said this was due to staff limitations.
