At its meeting Wednesday, regional council passed a motion that appeals to the Province to assume full funding responsibility by March 31 for GO's growth capital plan. This covers everything from adding new railway tracks to expanding its parking facilities. The resolution came in support of a similar motion recently approved by Peel regional council. Both ask for Halton, Durham, Peel and York regions and the cities of Hamilton and Toronto to be relieved of their current funding obligations. Region staff reports that while GO's original 10-year growth capital budget created in 2001 has doubled from $1 billion to $2 billion, the Province still expects municipalities to fund one-third of that figure. This means Halton's expected contribution is jumping from $37 million to a whopping $75 million. And with only about $45 million of that figure being recoverable through development charges, about $30 million is left to be funded by taxpayers over the 10-year period. Around $3 million, or $14 per household, was budgeted for 2008. Currently, the Region is taking a stand and limiting its payments for GO's system expansions to the amount of development charges it collects. But, the municipality is still collecting tax dollars for GO and putting them aside as a safeguard for if and when the Province comes looking for its money. If the Region's request is ultimately granted, it will be up to regional council to decide what happens with the savings in the budget.
