Setting July as a deadline, Carr told a Milton Chamber of Commerce breakfast that the Region simply can't afford to build the necessary infrastructure without outside money, or at least a loan guarantee from the provincial government. "I'm not going to vote to move ahead with north Oakville and Milton without a financial plan in place," said Carr, who wants a firm commitment on money prior to regional council developing a plan for its 2009 budget. "That's how serious it is." Even assuming proposed and controversial development charge hikes are approved, Carr said local taxpayers simply can't afford to undertake the $8.6 billion in growth-related projects without another source of funding support. Just building roads and water and wastewater treatment facilities is expected to cost the region $2.5 billion by 2021, with $1.3 billion of that money required by 2011.
