DEREK WOOLLAM / OAKVILLE BEAVER Continued from page 14 schools and the Oakville Moms and Tots Centre. Parents are presented with enrichment activities and have the opportunity to build relationships, share information and extend their knowledge of their community. Home visitors attend weekly training sessions to assist them in their preparations for their visits. Home visitors will receive more than 100 hours of instruction in the course of a year. HIPPY was originally designed and developed in Israel in 1969 at the Hebrew University of Jerusalem, to serve the under-educated and to help immigrants integrate. HIPPY has expanded to seven countries: Germany, New Zealand, Australia, El Salvador, the United States, South Africa and Canada. HIPPY Canada has two sites in Vancouver (Aboriginal Consortium and HIPPY Vancouver). Other sites are located in Victoria, Montreal and Toronto. The national office is at Simon Fraser University. According to HIPPY Oakville, there are more than 6,000 children living in poverty in Oakville. Children from low income families are at greater risk of not being prepared for Kindergarten and consequent literacy problems. Poor school performance propels these children back into the cycle of poverty whereas prevention has proved to be more efficient and more cost effective than remediation. According to the 2001 census, Oakville had 32 per cent of Halton's children and youth in 1986, and 40 per cent in 2001 Oakville also has the highest rate of poverty in the region -- 10 per cent and growing. Of more than 6,000 children living in poverty in Oakville, there were also 3,575 female-lone parent families in Oakville in 2001 -- with female lone-parent families having the lowest income. About 15.5 per cent of our population aged 15 years and over does not have a high school certificate. Immigrants also represented 27.6 per cent of Oakville's population in 2001 (an increase of 11.8 per cent from 1996).
