Vol. 52 No. 27 Recycling Eye opener firm needs bailout By Tim Foran METROLAND WEST MEDIA GROUP The mantra is the three R's ­ reduce, reuse, recycle ­ but a fourth R, recession, has resulted in a dried up market for Halton's blue box materials. Now, the company that processes and markets Halton's paper, aluminum, and plastic containers is asking the Region for a mid-contract bailout to cope with the economic downturn. According to a memorandum sent to regional council's public works committee last week, Halton Recycling Ltd. (HRL) is asking for financial assistance to offset the loss of revenue experienced since the recyclables market went south last summer. "In August of this year, the average revenue earned from the sale of recyclable materials was $190 a tonne. In January, the average was $50 per tonne and there is no indication that market prices for recyclable material will return to the price levels that we have experienced in the past," states the memorandum from Mitch Zamojc, the Region's Commissioner of Public Works. Debate on HRL's request was held in camera and the resulting recommendations to be presented to regional council at its meeting today are unknown. That's the message to GO Transit from Halton Region and its municipal neighbours, which have stopped paying their total expected share for new lines and tracks being built for the rapidly growing transit system, a shortfall close to $60 million in the 905 municipalities alone. Halton Region will become the latest and last GTAH municipality to stop paying its full share of GO Transit's growth capital budget according to a formula originally outlined by the defunct Greater Toronto Services Board in 2000. In so doing, Halton will follow the precedent set by its neighbours in Hamilton, Peel, York, Durham, and Toronto. GO recently invoiced Halton for $11.7 million for its share of the $393 million 2008-09 growth capital budget, but Halton only has $6.7 million in GO transit-specific development charges to spend. The remaining $5 million simply won't be paid to GO Transit, in accordance with a 2006 council resolution to not use property tax dollars to make up the shortfall. The information was included in a report received for information by the Region's administration and finance committee last Wednesday. The report will go to regional council at its meeting today. Halton Regional Chair Gary Carr said the decision to only pay GO what's collected from developers is part of regional council's stance that growth should pay for itself.
